condolence Message: On sudden demise of Prof. S.P. Singh

Dear Friends,

In deep grief, I have to inform you that Prof. S.P, Singh ex- Principal of College of Commerce and one of the Patrons of Bihar Brains died on April 22, 2009. His sudden demise is a heavy loss to BiharBrains Society and personally to me. Prof. S. P.Singh was actively involved with us since start of the organization. He supported us and was key player at local level. He played significant role in our IISER demand movement. Recently we organized second Bihar Science Conference in the college of commerce for which he was one of the patrons.

During his (more than 15 years) tenure as Principal, College of commerce progressed a lot; I remembered when he along with his colleagues mate took a pain to show me all the departments of the college in my last India visit. He was asking “Bibhuti, can you visualize the change in the college". I could feel his sentiments with the college and was quite impressed from his work. He will be remembered for his great service to the society. Let me hats of on his great service.

Financial allocation and Bihar educational projects

It looks good that Bihar gets financial aid from the central govt as per their demand. My happiness goes more when Bihar govt spent all money in the financial year. Earlier, there was a time when most part of allocated money were used to returned back to central govt because of lack of plannning and projects.

I would be very happy if Bihar gets following educational Institutions

1. Nalanda International University : of global standard (MIT/OXFORD)
2. IISER : This instituted is in dire need for Bihar. We are demanding since long.

3. Aryabhatt Knowledge University: is in the stage of formation. I heard news that within a month or two, this university will take shape. One professor of IIT Delhi has been appointed as VC of the proposed university.
4. IIT, Patna : I feel very bad about IIT Patna because of their very bad infrastructure. I don't know why govt gave this polytechnic space for IIT and also amde it "Police Chhawani". The govt should not bargain on the standard of IIT.
I hope, IIT Patna will have good infrastructure in 2-3 years and Then it would function like IIT like status. This would be irony if IIT Patna becomes at the par of IIT K. IITM,IITKH. I would be very happy if IIT Patna produces reseaechers not only enginners.One survey says,all IITs failed to produce researchers, they produce only quality engineers.

Bihar need minimum 100 school of enginneering, management, medical colleges. For this, Private sectors must come to Bihar and invest into this sector. Bihar has enough potential of becoming developed state thru educational rennaissance.

Indian Leather Development Programme launched for the XI Plan Period

60 CRORE OUTLAY FOR TRAINING NON-TRADITIONAL WORKERS IN RURAL AREA

In view of the importance of the leather sector for economy and social equity, GOI has approved an ambitious plan with an outlay of Rs. 912.67 crore namely “Indian Leather Development Programme” with emphasis on Infrastructure Development, Capacity Building & Human Resource Development, Investment Promotion and Environmental Issues for the industry for implementation during XI plan period. In order to meet the growing demand of leather technologist, workers and designers, 3 new institutes on the pattern of FDDI Noida would be set up at Chennai, Rohtak and Kolkata with an outlay of Rs. 96.69 crore each. FDDI at Rohtak would be developed as a world class design institute. The institutes would be operational from the academic year 2011-12. HRD Mission with an outlay of Rs. 60 crore would target training of non-traditional potential work force in the rural areas. This project would train and prepare individuals in the rural areas in cutting, skiving and stitching and would place atleast 75% of those trained in the industry. It also includes skill up-gradation programs for workers of organized & un-organized sector. The scheme ‘Support to Artisan’ with an outlay of Rs. 40 crore would provide design support, corpus of revolving funds for obtaining bulk raw material, grant based livelihood support, marketing support/linkages and also bank linkages with an objective to ensure better and higher returns to the artisans. Under ‘Saddlery Development’ Rs. 10 crore has been allocated for providing R&D support to the Saddlery and harness. In order to enable industries to cope with the stringent pollution control norms, an allocation of Rs. 200 crores has been made in the XI Five Year Plan to meet environmental concerns. Such projects for addressing environmental concerns would be funded with 50% grants from Central Government, 15% from State Government and balance 35% from the Industry. The industry would bear the entire Operation and Maintenance costs. World-class infrastructure is the key to globally competitive leather industry and a Leather Tanning Complex would be set up at Nellore during XI Plan by State Government of A.P with support of Rs 29 crore from GOI. With an aim to enhance capacity and increase investment in the sector the scheme “Integrated Development of Leather Sector” (IDLS), a scheme for providing capital subsidy for modernization of leather units has been modified, allowing assistance to new units and raising the limit of subsidy to Rs. 2 crores from the existing Rs. 50 lakh per unit. A provision of Rs.253.43 crores is provided in the XI plan for the purpose. Indian Leather industry is an important component of Indian Manufacturing sector. The sector is labor intensive, with 30% of the work force being women and majority of workers from weaker section. The sector thus has strong linkage with rural economy and high impact on social equity.

The Institute of Chartered Accountants of India Lays Foundation Stone for its First Residential Campus at Jaipur

To usher in a new facility for the Chartered Accountants, The Institute of Chartered Accountants of India, ICAI, has laid the Foundation Stone for its first residential campus - “Centre of Excellence” at Jaipur. The Foundation Stone was laid by Union Minister of Corporate Affairs, Shri Prem Chand Gupta yesterday. Chief Minister of Rajasthan, Smt. Vasundhara Raje was the Chief Guest at the ceremony. Highlighting the importance of the 'Centre of Excellence' Shri Ved Jain, President, ICAI, said that it will not only provide residential training to students, as part of their articleship, but will also provide a research hub in accounting and other related areas. He said that the Centre of Excellence at Jaipur would be an international landmark in the field of education and training. The Centre will also help to meet the demands of neighboring countries and other parts of the world for training their accountants. The Centre will have a number of facilities including a Centre for Research and a Centre for Post-qualification courses. The Centre of Excellence will also have Auditoriums, Meeting Rooms, Conference Rooms, Computer Lab and a Sports Complex. It will also prove to be a boon to Rajasthan as it will place the state on the national and global accountancy map, support the Govt. on accounting and finance related reforms in different tiers of Governance and improve the quality of commerce education in the state.

Shri Prem Chand Gupta lays the Foundation Stone for Indian Institute of Corporate Affairs

Shri Prem Chand Gupta, Minister for Corporate Affairs, today laid the Foundation Stone of the Indian Institute of Corporate Affairs at Manesar, Haryana. Shri Bhupinder Singh Hooda, Chief Minister of Haryana and Shri Anurag Goel, Secretary, Ministry of Corporate Affairs and Director General & Chief Executive Officer of the Institute were also preset on the occasion.The Ministry of Corporate Affairs, Government of India, has established the Indian Institute of Corporate Affairs as a holistic think tank, capacity building, service delivery Institute to help corporate growth, reforms and regulation through synergised knowledge management, global partnerships and real time solutions. It is expected to be completed by the end of 2010. An outlay of Rs. 211 crore has been made in the current Five Year Plan for the Institute. The IICA building is estimated to cost around Rs. 110 crores. Speaking on the occasion, Shri Prem Chand Gupta said that though the world is passing through a difficult phase of economic and financial crisis, in India the pressure on the financial systems has been considerably reduced due continuous monitoring and timely steps. To avoid such crisis the Government as well as the Corporate sector must develop capacity to foresee such crisis and take corrective action well in advance. A mechanism needs to be created through which the Government, Regulators and the business can work jointly to avoid such crisis, Shri Gupta said. Minister for Corporate Affairs also said that his Ministry has undertaken various tasks to provide an enabling environment for the corporate sector to drive economic growth. The e-governance programme, MCA-21, ensures 100% filing by corporates electronically on 24x7 basis. As regards legislations, the new Companies Bill has been introduced in the Parliament which proposes a comprehensive revision of the Companies Act, 1956. Limited Liability Partnership Bill has also been introduced in the Parliament, which would enable professional expertise and entrepreneurial initiative to combine, organize and operate in an innovative and efficient manner. The Competition Commission of India will be operational soon, which will enable effective competition regulation. The Accounting Standards have already been notified and we are gradually moving towards convergence with International Financial Reporting Standards by 2011. The Secretary, Ministry of Corporate Affairs stated that IICA is positioned to take the convergence role for the Government, the business sector and the stakeholders. The Institute has already been registered as a Society in September, 2008. A Board of Governors has also been constituted by co-opting representatives from Government, professionals and business sector as well. The Institute has also signed MOUs with leading international institutes in its endeavor of global partnerships.

Establishment of Institute of Nano Science and Technology (INST) at Mohali

The Union Cabinet today gave its approval to the establishment of an autonomous ‘Institute of Nano Science & Technology Mohali’ under the Department of Science & Technology at a total cost of Rs.142.45 crores for 11th Plan Period as a registered society.

This will intensify activities in Nano Science and Technology by promoting (i) Basic Research, (ii) Infrastructure Development, (iii) Human Resource Development, (iv) International Collaborations and (v) Public Private Partnerships.

South Asian University Bill, 2008

The Union Cabinet today gave its approval for presenting the South Asian University Bill before the Parliament. At the 13th SAARC Summit held in Dhaka in November 2005, Prime Minister proposed the establishment of a South Asian University (SAU) to provide world-class facilities and professional faculty to students and researchers from SAARC member countries. An Inter-governmental Agreement for establishing the SAU was signed at the 14th SAARC Summit in April 2007. The SAARC member states also decided that the University will be established in India. The establishment of the SAU in India would be the largest visible sign of transformation of SAARC from declaratory to implementation. It will also be the first international university to be set up in India. The University would have branches of learning in other SAARC member states. Its jurisdiction shall extend to whole of India and to campuses and centres established outside India in the SAARC region. It would have full functional autonomy, as per terms and conditions of the Inter-governmental Agreement of April 2007. The SAARC member states have decided to set up a Project Office for the University that is being funded by India for two years. The Project office will be tasked to acquire land for the University, oversee its construction, draw up charter, byelaws, business plan, governance structure, course curricula etc. the Project office has started functioning on May 7, 2008, with premises identified near Jawaharlal Nehru University (JNU), appointment of Prof G.K.Chadha, as the CEO, and appointment of experts for the various tasks to assist the CEO, and appointment Directors to the Office of CEO. The Third Meeting of the Inter-governmental Steering Committee on October 20, 2008 will be appointing the Conveners to the Task Forces set up on these subjects. The President and the Principal Officers would be from SAARC member states. The faculty and students would be mainly drawn from SAARC member states. The University shall grant the necessary diplomas, certificates and degrees, as it determines. It is expected to commence functioning in the second half of 2010, with 5,000 students and a postgraduate academic programme. At the request of Ministry of External Affairs, Delhi Development Authority will be allotting 100 acres of land for the SAU at Maidan Garhi near Indira Gandhi National Open University (IGNOU). The cost of the land (approximately Rs 75 crores) would be borne by the Ministry of External Affairs. Contribution on other expenditure would be decided by the SAARC member states at the necessary intergovernmental mechanisms based on the existing participatory approach. A Draft South Asian University Bill has been finalized in consultation with the Legislative Department of the Ministry of Law for development of the legal contours of the University, according to the terms and conditions of the Intergovernmental Agreement, including full functional autonomy, grant of degrees, holding of examinations, collaboration with other universities and certain privileges and immunities for itself and its officials, as accorded to all SAARC bodies, based on the UN Convention on Privileges and Immunities. Ministries of Finance, Home, Human Resource Development, Law, and University Grants Commission have been consulted on it. The Bill will be introduced in the current session in Parliament. The realization of this prestigious project on schedule would be a visible manifestation of India’s asymmetric commitment to SAARC contributing to SAARC’s transformation to implementation phase.

Establishment of a “Regional Centre for Biotechnology Training and Education” under the auspices of UNESCO at Faridabad, Haryana

The Union Cabinet today gave its approval for establishment of the UNESCO Regional Centre for Training and Education in Biotechnology at Faridabad, Haryana as a Category-II Institution of UNESCO with the revised budget of Rs. 99.55 crores. The proposed Centre would act as the focal point for cooperation amongst the Members countries of the Asian Region in Biotechnology. The Centre would be a regional hub for interdisciplinary education and training in biotechnology with emphasis on novel education programmes relevant to industry, including bio-drug discovery science, nano-science & medicine, imaging techniques, designer crops, bioengineering and biomaterials, intellectual property, technology transfer and regulation to fulfill and overcome the acute shortage of skilled human resources in India. The Centre will be governed by a Board of Governors with representations from India, UNESCO and the member countries. Collaboration with UNESCO will ensure gateways to international institutions such as European Molecular Biology Organization (EMBO), International Union of Biochemistry & Molecular Biology (IUBMB) etc. and usher in skill acquisition in the global context. The Centre will be the first every inter-disciplinary institution in life sciences and biotechnology in India with unique international character to offer novel educational & training courses in the interdisciplinary and related areas of biotechnology. It would also be a place of designing of new and novel programmes for education & training which could be then assimilated by the existing universities in India and the Region.

Setting up of Ghani Khan Choudhary Institute of Engineering & Technology, Malda, West Bengal

The Union Cabinet today gave its approval for establishment of Ghani Khan Choudhary Institute of Engineering & Technology, as a Centrally funded institution in Malda, West Bengal on the modular pattern of teaching as adopted by Sant Longowal Institute of Engineering & Technology (SLIET), Longowal, Punjab. The Institution will offer courses in Engineering and Technology to cater to the various manpower requirements of the region, with special emphasis on courses relevant to the local population such as in food technology & sericulture. Initially, the Institution would start with Certificate level courses leading to Diploma, Degree and Post-graduate levels later. The total project outlay of the Institute will be around Rs. 97 crores.

Wake up call for Bihar Politicians for Development of the state

I feel very sad about politicians of Bihar who are in Power in both central as well as the state govt. This is because they are just fighting against each other and not focusing on the developnment of the state. Though at present, Bihar Politician are strong in center, they failed to bring many projects in Bihar till today

1. Indian Institute for Science Education and Research, IISER : The demand for establishing this institute by BBrains development Society are long. We submiited report to Bihar govt (51 member commiitte of BiharBrains).A report has been given on http://www.biharbrains.org/bihar-brains-demand-NISC-IISER.php. In turn Govt of Bihar, put case before Hon'ble CM (you can see on www.dst.bih.nic.in) and Also Hon'ble CM wrote letter to Hon'ble PM about need for the establishment of IISER in Bihar. Bihar Govt has assured the land for this mega project. But I feel, again CM is sleeping. He forgot to give "Bell Ring" to Hon'ble PM. Even though he forgot, where is our central govt leaders from Bihar. What our hon'ble MHRD minister and Hon'ble Railway Minster are doing. I appeal to our Hon'ble MHRD minister to bring IISER in Bihar. Bihar needs plenty no. of R&D organizations in which IISER has great potential to revive its ancient glory of research and development.

2.Indian Institute for Information Technology, IIIT: I heard this news from media that IIIT is going to be established at Darbhanga in Bihar. Hon'ble MHRD Minister has announced in a public meeting. But after that no updates............. What happened to IIIT in Bihar. I again appeal to Hon'ble MHRD state minister to fulfil his promises.

3. Central University and world class University : MHRD ministry has announced to establish one Central University and one world class university in Bihar. I don't know what is the meaning of world class university but atleast central university can be set up as soon as possible. Please start the process.

Other Possibilities to bring R&D projects in Bihar by Central govt.

1. National Railway University : Bihar is the fit case for setting up this university. But I think, this ideas has not come in the mind of Our Hon'ble Minister yet. I appeal to Hon'ble Railway Minister to set up this university in Bihar which will be unique for India and the world.
2. DRDO R&D center/CSIR Lab: In Bihar, there is no DRDO organization and CSIR labs. I do request and appeal to Honb'le PM and our central leaders to please set up atleast 10 these organizations in Bihar.

Possibilities for State Govt:

1. Aryabhatt Knowledge University : Bihar govt has passed the Bill but I feel there is no development in this. Please do this asap.
2. Patna School of Economics: I feel, on the pattern of Delhi School of ECONOMICS, Patna University or state govt should set up this institute. This type of institutes in Bihar will certainly pave the path for making financial junction of the state.

3. Medical and Engineering Colleges: I feel, there is no good progress on opening Medical and engineering colleges in Bihar by state govt. MCI is not giving certificate to Bihar because of its low standard and also Bihar govt is not satisfying the standard of MCI. This is so bad.

There are plenty no. of such projects required to be installed in Bihar but our politicians are not paying attention on the developnment. Bihar needs silent revolution of development and show the standard to the world. This is wake up call for all our leaders to develop this undeveloped state.

Government approves National Agri-Food Biotechnology Institute (NABI) and (b) Bioprocessing Unit (BPU) in Knowledge City at Mohali

The Union Cabinet today gave its approval for establishment of (a) National Agri-Food Biotechnology Institute (NABI) and (b) Bioprocessing Unit (BPU) in Knowledge City at Mohali, Punjab,as autonomous institutions of the Department of Biotechnology, Ministry of Science & Technology, Government of India with the total estimated cost of Rs. 380 crores for 5 years w.e.f. 2008-2009 to 2012-13. Following are the highlights:=> NABI represents 3 institutes in one: Agri-technology, food technology and nutrition technology. Thus it integrates 3 disciplines under its roof=> BPU is designed to link R&D system with production facility to serve as an incubator for start-up agri-food companies=> There will be an Agri-food Park within the cluster to be operated in the Public Private Partnership, PPP model=> This kind of integration of R&D and production and enterprise is being planned for the first time in the country=> The cluster has been designed with the help of Canadian experts from the Saskatchewan Agri-food Park=> NABI is designed to be translational in the area of : >> Agriculture – new gene discovery, genomics, designer crops etc. >> Food Technology – food processing technologies, bioprocess engineering, food safety etc. >> Nutrition science and technology – Public health nutrition technologies, functional foods and nutraceuticals, wellness foods etc. => The cluster will produce not only PhDs but also agri-food entrepreneurs and spawn new industries for the region=> The HR component reflects multiple skill sets needed - breeders, food specialists, toxicologists, nutritionists, process engineers, managers, computer experts etc.

Need to intensify demand for IISER in Bihar

This is very good news that Bihar has got countries 8th IIT at Patna and classes will be commenced from today at New Pataliputra Polytechnic Institute on temporary basis.

This long pending demand was a dream for Bihar and that dream has come true today.
I heartly appreciate the present govt at Delhi and Patna both for this success. I do hope, IIT at Patna will show model to the world in the field of science and technology education and research.
Now we will have to intensify our demand for IISER in Bihar. Because of our effort, Hon'ble CM write letter of Hon'ble PM a year back but since then it seems there is no response from either side. Getting IISER in Bihar needs political approach and lobbying and now time has come to start this work. The present Bihar govt also should understand that only getting IIT is not sufficient.As far as Reseach & Development in all fields of science and technology is concerned, IISER has better focus than IIT. To bring R&D environment on track in the state, the establishment of IISER is neccessary.

Establishment of an institute for ‘Stem Cell Science and Regenerative Medicine” at Bangalore, Karnatak

The Union Cabinet today gave its approval to the following proposals :

i) The establishment of “Institute for Stem Cell Science and Regenerative Medicine” (SCSRM) as an autonomous institution of DBT with a total cost of Rs. 203.10 crore.

ii) The flexibility in the management function for :

a) hiring qualified manpower based on selection by a selection committee, not exceeding 7%, of its sanctioned manpower, for recruiting exceptional overseas candidates or to compensate for sudden loss of leadership in challenging technical areas;

b) offering one scale higher than a level of an available post to a candidate of exceptional merit by the Governing Board;

c) appoint overseas Indian scientists as adjunct faculty;

d) provide an outstanding performance allowance to 20% of faculty / scientists with the approval of the Governing Board;

e) create Extramural unit in hospitals and IITs to augment translation and have freedom to negotiate Public-Private Partnership;

f) for scientist to open start ups as per the approved CSIR norms; g) raise endowments from private foundations for scientific purposes.

iii) Integration of Stem Cell Centre (SCC) at Christian Medical College, Vellore now funded in project mode by the Department of Biotechnology with the SCSRM, on expiry of the project period, with due operational flexibility for SCC as recommended by the Expenditure Finance Committee. The decision for establishment of Institute will help in developing policies relating to stem cell technologies, identify needs, facilitate conseptualization and design of new technologies.

Establishment of two new Schools of Planning & Architecture (SPAs) at Bhopal in Madhya Pradesh and Vijayawada in Andhra Pradesh

The Union Cabinet today gave its approval for setting up of two Schools of Planning and Architecture (SPAs) at Bhopal in Madhya Pradesh and Vijayawada in Andhra Pradesh and creation of 4 core posts of Director & Registrar for each Institute with immediate effect. The total cost for setting up of two Schools of Planning and Architecture would be Rs.348.50 cores ( Recurring expenditure Rs.82.90 cores and Non-Recurring expenditure – Rs.265.60 crores). The project would be completed by 2012-13. These Institutes would integrate graduate, post-graduate, doctoral and post-doctoral education in architecture and town planning while at the same time fostering research of a high order in these areas. Research in such areas can generate significant intellectual properties, which has the potential for generating sizeable revenues. These Institutes will create a cadre of high calibre faculty members who will be devoted to teaching, research and consultancy in all disciplines that deal with Planning and Architecture. Also, SPAs will be socially responsible institutions providing research feedback to the Government for physical development of human settlements The Institutes would also contribute to highly competent and trained manpower that would inevitably impact positively on the economic growth of the country.

Comming Up: UNESCO Regional Centre for Biotechnology Training & Education

Preamble:
Regional Centre for Biotechnology Training & Education under the auspices of UNESCO at Faridabad, Haryana, India will be an autonomus institution fully funded by the Department of Biotechnology (DBT), Government of India.

The proposed Centre shall be a Category II Centre in terms of “Principles and Guidelines for the Establishment and Functioning of UNESCO Institutes and Centres”.

The emphasis is to support disciplinary & interdisciplinary education, training and research in biotechnology in order to produce skilled human resource to drive innovative research and development in the important gap areas.

As biotechnology sector is of global significance, the Centre would encourage global partnerships and co-operations.

Partnership with UNESCO would expand the opportunities to create world class education, training, research and will also facilitate global connectivity while preserving the regional & national focus of the institution.

Mission:
The Mission of the UNESCO Center is to create physical infrastructure in critical platform technologies and use it to support disciplinary & interdisciplinary education, training and research in biotechnology.

Vision:
To produce human resource tailored to drive innovation in biotechnology, particularly in areas of new opportunity and to fill talent gap in deficient areas.

Objectives:
(a) To produce human resource through education and training in a milieu of research and development for application of biotechnology for sustainable development towards building a strong biotech industry through regional and international co-operation.

(b) To establish desired infrastructure and Technology Platforms to support the activities of the centre.

(c) To establish a Technology Policy Development and Information Dissemination unit.

(d) To develop research programmes of a global quality through international partnerships to sustain world class education and training programmes.

(e) To enable periodic experimentation in design and implementation of biotechnology education and training and to be a source of new concepts and programmes, this can be assimilated by existing universities in India and the Region.

Focus:
The primary focus of the Centre is to provide high quality human resource in disciplinary and interdisciplinary areas.

The Centre would provide outstanding disciplinary/interdisciplinary short term training programmes which will include Science & Technology training for physicians, biologists and engineers by networking through local hospitals/ medical & engineering schools etc.

In addition, short term training programmes in platform technologies will be conducted for skill development in existing personnel.

Specialized domain specific programmes will also be created in new emerging areas.

The Centre will offer specialized master’s degree courses, unique Ph.D. programmes, domain specific training programmes, high quality research and development in the specific areas.

The Centre will have a centralized Science & Technology platform and Technology Management & Enterprise Development Unit.

India is poised to be the hub for biotechnology in the coming decade; therefore the Centre would provide a window for showcasing Indian competence in global market for economic gains. Policy harmonization on trade and regulation will also be facilitated as a part of this effort.

UNESCO Center
The research carried out at the Centre will be supported by various programmes and collaborations at the national and global levels like Translational Health Science and Technology Institute, Autonomus Research & Development Institutions, Indian Institutes of Technology (IITs), Medical Schools, Biotechnology Centres at regional and international level etc. as per the guidelines to be formulated by the Board of Governors. It will consider supporting Research Resource Units (RRU’s) and Centre for Excellence (CoE) with Indian or Regional institutes in strategic areas where partnership is critical for collaborative research. It will also provide access to technology platforms to scientists from other institutes and industry. The extramural collaborations will have provisions for adjunct professorships, visiting professor programmes and scientist exchange programmes etc.

OTHER ACTIVITIES OF THE UNESCO CENTER:
The Centre will have the provisions for Visiting Professorship for Indian Nationals & International Scientists, Adjunct Professorship, Stanford-India Bio-design Programme, Re-entry Grant and Young Investigator Awards.

CENTRALIZED SCIENCE AND TECHNOLOGY PLATFORM:

The platform technologies will be available in the areas of

TECHNOLOGY MANAGEMENT AND ENTERPRISE DEVELOPMENT UNIT:

The infrastructure of this unit will have ready to use laboratory space for extramural scientists for innovative & translational research projects. In partnership with the Translational Health Science and Technology Institute (THSTI), GMP units for cell based therapy and vaccine will be made. The faculty of this unit will have skills in technology transfer, IP managements, finance and enterprise creation.

This unit will provide administrative, financial, engineering and other support services to the Centre. Services like security, housekeeping, office attendants, operation & maintenance of services will be outsourced to firms who provide manpower on contract.

Location:

The Centre will be situated in a picturesque location in Faridabad about 25 km from New Delhi (40 minute drive) in the academic and research ambience of the Life Sciences Cluster and an adjacent R & D Centre of another Ministry of the Government of India to be set up in the near future.
The site is also close to other renowned institutions like the All India Institute of Medical Sciences (AIIMS); Indian Institute of Technology (IIT); International Centre for Genetic Engineering & Biotechnology (ICGEB); Jawaharlal Nehru University (JNU); National Institute of Immunology (NII); National Brain Research Centre (NBRC), with whom the centre is likely to establish network and collaborative programmes, are also situated within 20-30km radius of the centre.

v An interactive meeting on the UNESCO Centre was jointly organized by DBT and UNESCO on June 18-19, 2007 at New Delhi to discuss the focus, activities, organizational structure and linkages of the proposed Centre.

NASSCOM has submitted its recommendation on the location of IIIT's to HRD Ministry. It has suggested two more IIIT's in TN in PPP besides the one IIIT (harware&Design) already set up in central sector at Kanchpuram . New ones are proposed at Chennai and Coimbatore. Another big beneficiary state could be Karnataka which is slated to get three, one each at Mangalore, Mysore and Bangalore . Madhyapradesh with another institute at Indore will also move up to have three institutes ( which is in addition to central sector IIITs at Jabalpur and Gwalior). Jharkahnd, Chhatishgarh and Rajasthan's claims, however, seems to have been completely ignored. Maharashtra is another beneficiary with two such institutes proposed at Pune and Nagpur respectivelly. Most of the southern states, including Maharashtra, already boast of a similar state government sponsored institute.

For the paramedical personnel there several institutions, in the States but also in
the private sector but these are unregulated and there is lack of uniformity in the training
imparted. For regulating training of paramedics it is proposed to set up the Paramedics
Council and a Bill for the same has already been introduced in Parliament. Separately,
there is also a proposal in the Ministry of Health & Family Welfare to set up a National

There is need to set up four autonomous, well
networked Centres for Advanced Legal Studies and
Research (CALSAR), one in each region, to carry out
cutting edge research on various aspects of law and also

Each CALSAR would require an initial investment of
around Rs. 50 crore to build an academic complex,

be provided with an annual budget to the tune of
Rs. 5 crore for salaries, fellowships, administrative
expenses and related expenses. The initial investment
and the annual budgets should be borne by the central
and respective state governments (that would host

gradually aim at financial self-sustenance, through

The Cabinet Committee on Economic Affairs today gave its approval to the proposal to create Information Technology Investment Regions (ITIRs). These ITIRs would be endowed with excellent infrastructure and supported through investor-friendly policies. ITIRs were conceptualized keeping in view the need to boost the growth of both IT/ITES and Electronic Hardware Manufacturing (EHM) Units.These regions would become major magnets for investment creating employment opportunities and economic growth in the area. Simultaneously, it will reduce the pressure on existing urban centers by enabling growth of new townships and dispersal of industry. The regions would be a combination of IT/ITES and Electronics Hardware Manufacturing Units; Public uitilities, residential area, social infrastructure and administrative services. Such regions could include new integrated townships, SEZs, industrial parks etc. In the ITIR, there would be a clear delineation between the IT/ITES areas and Electronic Hardware Manufacturing areas. The ITIRs would generate direct and indirect employment during the construction and operational phases. Each ITIR is expected to be a specificlly notified investment region with minimum area of 40 sq.kms. planned for IT/ITES and EHM Units. The minimum processing area will be 40% of the total area of the ITIR. The ITIRs will be developed in a phased manner. The State Government would ensure that all physical infrastructure and utilities within its jurisdiction (power, water, roads, transportation, sewerage and effluent treatment facilities) are provided. The Central Government will facilitate development of National Highways, Airport and Rail links to the ITIRs. The Public-Private Partnership (PPP) route is advocated for the development of ITIRs. MHRD Minsitry Dissapoint on IIM and IISER

This is very unfortunate but not surprising that Bihar has again missed the train.
Govt of Bihar is just happy because they get IIT and a Central univ . Govt of Bihar has established Chandragupta institute of management about which they popularised that this is an institute of( IIM kind).
This is very bad that Bihar Govt doesn't perhaps take effort to demand for IIM in Bihar.Many officers may be happy about chandra Gupta Institute of Management but this is not sufficient.
The same thing is happening with IISER which we were demanding since the announcement of the IISER by Central govt and also submitted report to govt.
Because of our effort, Now Bihar govt is also with us in compaign for getting IISER .But perhaps not much efforts has been taken except once Our Hon'ble CM wrote letter to Hon'ble PM about demanding IISER for Bihar.
This is the exact time for Bihar to get all these institutes as the present govt. in Bihar is serious about development .In addition , we have Sri Fatami jee from Bihar in central ministry (MHRD). Laloo jee is also at good position in cabinet. But it seems they even don't know much about IISER and importance of this institute for Bihar.
Now time has come Leaders of Bihar should come on one front on the issue of the development of the state. They should forget their political enmity .
First develop the state and then take credit of it..

HRD Ministry Disappoints Bihar on IIM: State to Get A Central Univesrity and also A World Class University

The 11th Five Year Plan, endorsed by the National Development Council in December, 2007, envisages, inter-alia, establishment of the following new higher education institutions in the Central sector:
A Technical Education Institutions
· 8 Indian Institutes of Technology
· 7 Indian Institutes of Management
B Central Universities
· 14 Universities aiming at world class standards
· 16 Universities in States which do not have a Central University at present

2. Out of the above new institutions, location decisions had already been taken in the case of 4 IITs and one IIM. Hon’ble Prime Minister has since approved the proposals made by the Ministry of Human Resource Development, for the location of the remaining institutions as per the details given below.

3. Location of 4 IITs (in Andhra Pradesh, Rajasthan, Bihar and Himachal Pradesh), and one IIM (at Shillong) have already been announced. The Central Government has now decided to locate the remaining 4 IITs and 6 IIMs in the following States :-
IITs - Orissa, Madhya Pradesh (Indore), Gujarat and Punjab
IIMs - Tamil Nadu, Jammu & Kashmir, Jharkhand, Chhattisgarh (Raipur), Uttarakhand and Haryana In addition, it is also proposed to convert the Institute of Technology of the Banaras Hindu University into an IIT. Admission to this Institute is already based on the IIT – Joint Entrance Examination.
Location of 14 World Class Universities
4. As regards 14 Central Universities aiming at world class standards, it has been considered necessary that these are located in or near selected large cities which would automatically have the kind of connectivity and infrastructure which such universities would need. Accordingly, it has been decided to locate one such University in each of the 14 States/Region as shown in the enclosed List, and to request concerned State Governments to identify adequate land in or near the selected cities.

5. 16 States which do not have a Central University at present, and which will get one Central University each in the 11th Plan are Bihar, Jharkhand, Orissa, Madhya Pradesh, Chhattisgarh, Punjab, Haryana, Himachal Pradesh, Uttarakhand, Jammu & Kashmir, Karnataka, Kerala, Tamil Nadu, Gujarat, Rajasthan and Goa. Of these, in three States, existing State Universities will be taken over by the Central Government and converted into Central Universities. These three Universities are Dr. Hari Singh Gaur University, Sagar (in Madhya Pradesh), Guru Ghasidas University, Bilaspur (in Chhattisgarh), and Goa University.
6. Establishment of IITs, IIMs and Central Universities in the above States is subject to State Governments offering adequate land at suitable locations, free of cost, for the purpose. Each of the concerned State Government is being requested to offer land accordingly. Actual establishment of these institutions would however depend, among other things, on how quickly the concerned State Governments respond by allotting adequate land at suitable locations.

In the 21st century, where knowledge economy propels a nation, higher education is the major contributor to the economic growth of the country. In India the number of Engineering Technology Ph.D.'s per year 1,000,000 persons is 0.8, which is much smaller compared to other developed countries; for example, the number is 33 in Japan, 30 in the USA and 3 in China. Further, the number of Ph.Ds in Engineering and Technology is dismally small compared to that in Basic Sciences. The number of Ph.D.s that is directly proportional to the GDP of the country needs to be enhanced to 3000. There is indeed a wide gap to be filled up.
The other key driver of the economy is the energy production: each rupee invested in the energy sector increases the output by ten to fifteen rupees. Evidently, India has to harness all forms of renewable and non-renewable energy sources to increase its energy production. Solar, wind, bio energy are as important for widely distributed production and the uses as are coal, hydrocarbon and nuclear energy for centralised production, especially for metropolitan areas and industrial sector. The scenario of energy mix has to gradually shift towards nuclear energy as the major component in order to cut down carbon dioxide emission and reduce global warming. In future, nuclear energy can totally eliminate carbon dioxide emission in the transport sector by producing hydrogen fuel in the most energy efficient manner. The massive R&D programme launched by the Department of Atomic Energy towards design and manufacture of higher capacity power plants and nuclear fuel breeding reactors, commencing the thorium fuel cycle, employing high temperature reactors for direct hydrogen production, and initiating work on the accelerator driven inherently safe nuclear reactor and prototype fusion reactors. These efforts require a pool of talented, motivated and highly qualified personnel: engineers and technologists with deep insight into science, and scientists with competence in engineering to convert research output to technology.
Chemical engineering with a multidisciplinary base has played a major role in shaping the technologies for the nuclear fuel cycle and nuclear reactors, and many advanced energy conversion technologies. University Institute of Chemical Technology, Mumbai (UICT) is one of the foremost academic institutions in India with a proven track record in training high quality manpower and in conducting research in Chemical Engineering and Technology. While UICT is a major resource institution in terms of technology development and fundamental research at the cutting edge on the global scale, Department of Atomic Energy (DAE), in particular, Bhabha Atomic Research· Centre and Indira Gandhi Centre of Atomic Research have demonstrated over decades their ability to conduct multi-disciplinary, mission oriented R&D leading to a large number of indigenous and innovative chemical engineering processes, equipment and instruments, and technologies. DAE and UICT are joining hands to launch the DAEUICT Centre for Chemical Engineering Education and Research to impart education at the Ph. D. level, where interdisciplinary character of Chemical Engineering Education is the essence. With an annual intake of ,20 Ph. D. students per year from various streams, namely, M.Sc. in basic sciences, M. Tech/B. Tech in Chemical Engineering, Metallurgical/Materials Engineering and Mechanical Engineering, the Centre will support 100 Ph. D. students, all engaged in research in the energy sector This scheme will also provide opportunity to the young research scholars, who will be trained with broad based curricula covering basic sciences and chemical engineering, to carry out their experiments in the state of the art laboratories of QAE institutes, especially of BARC and IGCAR.
This Centre has another major function. It will boost the Collaborative Research Programme between DAE institutions and UICT, by adding in a major way to the existing research projects commissioned through the Board of Nuclear Sciences and the Centre for Knowledge Based Engineering (CKBE). Many of the DAE funded projects have been successfully completed. They are in the areas of process simulation of heavy water plants, ion chromatography for zirconium decontamination and recycle, annular centrifugal extractors for efficient solvent extraction, software for non-destructive radiometric investigation of chemical plants, etc. For the Research Projects under the Centre, the scientists of BARC and IGCAR in consultation with the faculty members of the UICT have identified several advanced topics of research in Chemical Engineering, which will provide understanding of various phenomena, and help in developing novel technologies and in improving the efficiency and reliability of the existing processes. 'Examples of such research areas are: Computational fluid dynamics modelling of fluidised bed with chemical vapour deposition on the particles, two phase flow in diverse systems: liquid metal flow in fast reactors, gas driven liquid metal flow in Accelerator Driven System targets, pulsed extraction columns, cavitation in sodium pumps, etc. It also includes the cutting edge technologies, such as, molecular modelling for developing specified solvents and ionic liquids, Development of novel processes for radioactive decontamination by gel, hydrogen generation by iodine-sulphur process for combining with high temperature nuclear reactor, and pyro-electrochemical reduction of actinide oxides and their separation. A new building will be constructed in the existing premises of UICT, which will house teaching laboratories, lecture halls, CAD - CAM laboratory and computer centre, research laboratories, and pilot scale equipment testing facility. The Centre will also support upto six faculty positions. The Centre initially will be funded to the tune of Rs 75 crores by DAE during the XI and XII Five Year Plan periods.
The benefits that will accrue from this centre are manifold. The important ones being several independent research projects will be completed, with deliverables linked with energy programmes; A pool of young talented and dedicated Ph.D. level engineers with a multidisciplinary perspective will be created with a potential to be absorbed in the DAE units. It will provide a platform for interactions between R&D scientists of DAE and academic personnel from UICT. The new knowledge and the technologies generated in the centre is expected to fulfill atleast partially, the urgent need of our country and society in terms of wealth generation and national security in various sectors.

The Committee on National Defence University has recommended establishment of an Indian National Defence University. This will include existing institutes namely National Defence College (Delhi), National Defence Academy (Khadakwasia), Institute of Defence Management (Secunderabad) and Defence Service Staff College (Wellington) and new institutes namely National Institute of Strategic Studies, College of National Security Policy, Institute for Advanced Technology Studies (Bangalore). No final decision on location of the proposed university has been taken as yet.

Efforts will be made to start the activities of other institutions in pipelines in the areas of stem cell biology, UNESCO regional centre, agri-food biotechnology, marine biotechnology and animal biotechnology.

2. Department of Higher Education- (Technical Education)

A provision of Rs. 150 crore has been made for Indian Institute of Science Education and Research (IISER) which would take care of the requirement of the three IISER at Pune, Kolkata, and Mohali and two new ones to be started at Thiruvananthapuram (Kerala) and Bhopal (Madhya Pradesh). Apart from the provision for various ongoing schemes in the Technical Education sector, a provision of Rs.50 Crore has been made for setting up of three new IITs, Rs. 8 crore for setting up of new IIMs, Rs. 21.40 crore for setting up of new IIITs, Rs. 15 crore for two new schools of Planning and Architecture at Bhopal in Madhya Pradesh and Vijayawada in Andhra Pradesh, and a token provision of Rs. 1 crore for new National Institute of Technology.

Year Gone by Makes Way for ‘A Year of Hope and Great Promises for Bihar’

After a long time, it seems a purposeful administration is in place in Bihar. The political leadership, led by Chief Minister and ably supported by Dy. Chief Minister, shows immense promise and looks like capable of handling multiple ills which has been plaguing the state for a longtime. To cap it all Bihar has also got some capable ministers now, who seem quite promising in manning important ministries. In fact, this enthusiastic bunch of ministers is making the other ministers who are relics of past also strive harder.
While Chief Minister has brought in a fresh whiff of efficiency in the administration making it appear all inclusive, and at times populist also (like in case of Pension to participants in 1975 anti emergency agitation and likes), the Dy CM seems to be quite erudite and reinforces the administrative efficiency further (as observed in initial management of flood, handling of financial matters including CD ratio and the latest fiat on movement of files among other actions) through his no nonsense approach. Two of them seem to gel in very well, and are able to manage a fine balance to the great advantage for governance in Bihar.
State seems to be doing well on Law & Order, Road Development, Water, Electricity, Education, Health and Urban Development. A vision seems to be underlying all the actions related to these thrust areas of the government (partly assisted by centers mission approach, off course). With the resolute implementation, state will definitely score well in these sectors. Still a lot more action is desired in these sectors. For example under Road Development, TN has got sanction for over 3100 KM NHDP roads for 4-laning even when it is in one corner of the country. In stark contrast, Bihar, though being at the national cross road, has only 1608 KM of such Roads approved for 4 laning. A similar situation can be seen in case of urban development where only two cities from Bihar has been declared mission city under JNNURM. Though based on population and also taking into account need for urbanization of Bihar, state should ideally have five cities in the list. Here too Bodhgaya does not include Gaya while one would have expected that at least Gaya, Muzaffarpur, Bhagalpur and Darbhanga will figure in this list of mission cities. In educational sector, Bihar is still waiting for the bare minimum of higher education institutions not to mention its fair share. So far state has to make do with mere public pronouncements of certain central ministers in this regard. Nothing is there on the ground to show anything till now. In health sector state is awaiting the setting up of AIIMS which was announced over five year back. As for power sector, it is still awaiting some concrete action on power generation beyond the mere signing of MOU. Plan for a Nuclear Power Plant at Rajauli has got no mention anywhere after the visit of a team of certain officials from center. Nobody knows whether it is on or off. Most promising yet unrealized action relates to water resources department in form of integrated river management. DPR preparation on interlinking of river has been carried out, yet no realizable plan seems to be in place for other related activities like inland water transport, high dams in Nepal (for checking floods and for creating all weather irrigation potential and generating hydro electricity).
Major areas of concern continue to be industrial & services sector. Industrial revival along with services sector growth is necessary to take load off the agro sector. Though a sizable ground work has already been done and there is a clear understanding of what ought to be done. Yet state needs to cover a lot of distance in this regard. For example, state administration has started in right earnest by getting a resources mapping done for the entire state and has followed it up with a good plan to boot. State Industry department has rightly identified the traditional strengths of the state economy with elaborate plans for Mega Food Processing Zone, Mega Agro Processing Zone, Leather Park, Textile Park, Handloom Park, Aqua Culture Park, Dairy Industry and also Jute Park at carefully selected places. On services side also there is a talk of reviving tourism sector. However, a lot still seems to be amiss as can be seen in the subsequent paragraphs.
Road map for reviving services like Education, Hospitality (Travel & Tourism), Retail, Health, Financial Services and Entertainment seems at best sketchy. Aryabhatt Technical & Professional University Bill with potential to unleash tremendous growth in education sector is yet to get the cabinet approval. As for hospitality, clarity seems to be clearly lacking though state is endowed with a great potential from wellness tourism to spiritual tourism. In addition it is a gateway also to North East and Nepal. As for health sector, despite a sizable number of doctors from the state overall present allover the country and beyond, states health services continues to languish. There is no plan to position state as healthcare hub as such. Similar is the situation in entertainment sector. Here too, Mumbai continue to be the choicest city even now. As far as financial sector is concerned, it would be one of the most promising yet far too difficult to germinate in a place like Bihar. A much more concerted effort built around the high caliber professionals coupled with focused state governments’ policy would be required for the same. Setting up of a "Center of Excellence in Financial Education & Skill Development", churning out over 5000 professionals of various calibers, can be a move in right direction. Though developing financial sector will be the most challenging of all the sectors, yet, it is highly desirable for ensuring easy access of capital to local entrepreneurs. Industry cannot thrive without a good financial industry presence locally. State can also do well to focus on human resources development for logistic managements and retail industry as this is likely to be one of the most rapidly growing sector. IT & BPO industry could be considered a lost case for Bihar. State would do better by focusing on the industry which IT sector will serve, and in the due course driven by the local necessities; this sector can also take some rudimentary shape in Bihar.
On the industrial front a lot more is desirable. Till now, there is no talk about having a growth center for emerging technologies like Biotechnology and Nanotechnology. There is neither any institutional infrastructure nor any anchoring industry to tap into these sunrise segments. S&T department has done a fine job to come out with policies on these two sectors (though yet to be approved by the state cabinet), and hopefully we will have right resources and technology in due course through their effort. State needs to move a lot faster in this matter to establish itself as the leader. As for Communication & Information Technology effort seems to be simply missing and with emerging industry in south it may very well be heading towards national saturation. Bihar seems to have lost out because of lack of human resources, institutional infrastructure and anchoring industry. This segment does not figure in any of the industrial policy statement of the state till now (though there was a electronics park set up in Hajipur in past). Bihar seems to have good case of PCPIR (including Drugs and pharmaceutical industry) at Barauni. However there is no appreciable movement with exception of routine feeble demands. No concerted move has been made by the state administration roping in central ministers from the state. The result is central administration turning a deaf ear to CM’s request. It is being denied on the ground of not being the preferable place based on the Techno- Economic feasibility. This is a clear cut case of discrimination against Bihar, reminiscent of freight equalization policy of the past. Same alibi has not been offered in case of Kakinada refinery, Dabhol Plant (which central PSU's are forced to run after politician from state got away be enriching themselves) and even Sethusamundarm and Ennore power project (with Domestic Coal). There are numerous such industries being set up in country whose choice of location can not be justified as the best on techno-economic analysis. Going by this criterion, there is no justification of having refineries and power projects in and around Delhi, Haryana and Punjab. It is plain politics aimed at furthering regional agenda of the people at helm of affairs cleverly cloaked in techno-economic talks.
Make the matter even worse; state is yet to come out with plan for development of electrical and mechanical hardware industry apart from civil and metal industry. Clearly Gaya toward Sasaram through Aurangabad, and also, towards Nawada would have justified setting up of heavy industries. This regional has the potential to be developed as the industrial belt of Bihar. Yet no clear cut pattern is visible in distribution of all such industries planned at the moment. A more detailed industrial vision would underline the case for developing Gaya as Civil Engineering location by locating all prefab civil work, granite works, stone quarry industry etc there. Aurangabad could have been developed as a hub of metal industry with integrated steel plants, forgings and foundries, along with power generation, cement factory and likes. Sasaram perhaps would do well as center of heavy industries like power plant equipments, heavy earth movers, heavy machine tools etc. Also government seems to be going nowhere with the mechanical hardware/ automotive industry for which conventional wisdom would suggest the ideal choice as Munger. However, if we see the distribution of such industry some are planned at Biharsharief and Chhapra, and yet others are in Fatuha and similar other places. Thus state is loosing out on the benefit of clustering impact. To compound the growth prospect of mechanical hardware/ automotive industry even further is the delay in setting up of various railway factories announced by the present railway minister as well as the previous railway ministers. These are getting delayed where as capacity at pre-existing units elsewhere in the country is getting jacked up substantially loosing limiting the scale of operation for these factories. As for electrical industry there seems no clear cut choice of place as of now, however, electrical hardware industry, should be developed in Koshi region (around Madhepura-Katihar-Purnia). With the planned electrical locomotive factory and a number of power plants in the vicinity (Kahalgaon, Farakka, Pirpainti, Barauni, Katihar and also hydropower projects in and around and also the northeast ), it would eventually emerge as an ideal choice.
Overall the coming year seems to be a year of hope and promises. State administration is slowly but surely gaining confidence and also the developmental momentum. Already state has got a head start in policy reforms related matters. Efforts on infrastructure will also start showing result possibly towards the end of this year. Overall Road, Water, Electricity, Internet, Education and Health seem to be on track with a complementing Law and Order Machinery. One critical infrastructure which ahs been a glaring omission so far and has not even been talked about has been Gas Grid. Lot of Activity is already happening in this sector across the country. Also City Gas Distribution Plan (if any) will also be dependent on this. Also on Urban Infrastructure a lot needs to be done be it basic sanitary, sewerage, drinking water, traffic related issues or much sophisticated issues like Mass Rapid Transport System, or Civil Aviation Infrastructure.

On institutional infrastructure side, much will have to depend on central government which has earmarked 19% of plan outlay for education up from 11% in previous plan. On larger plan size, this segment will see a major jump in over all outlay. State will have to carefully count its gain in this regard. Off course, state will also have to invest its resources where it can be assured of the best returns, that is, the human resources development sector. Year has definitely ended on a positive note in this regard with various developments related to revamping of polytechnics & ITIs, announcement of setting up of Chandragupta Management Institute, starting up of five new engineering colleges as well as setting up of three new medical colleges.
Also of interest would be to watch the way privatization of sugar mills and distilleries goes. State will have to show up something concrete on the various thermal power plants like Kanti, Barauni expansion, Nabinagar 1980 mw, Pirpainti (2000 or is it 4000, I keep on reading various figures on it) and also Katihar as well.

State’s economic revival will get a necessary boost from the much publicized railway factories like Diesel Loco at Chhapra, Wheel factory at Marhaura, Rail Coach Repair Factory at Barh, Jamalpur Workshop renovation work, Wagon coupling and axle plant at Dalmiyanagar and Madhepura Electrical Locomotive Factory. Also keenly watched would be Chemical & Fertilizer Ministers effort at reviving fertilizer plant at Barauni, IDPL at Muzaffarpur and Phosphate Factory at Rohtas. In his role as Steel Minister he has already announced setting up of steel processing factory at Betia and Hajipur. Hopefully, minister will pitch in for a PCPIR (as head of the administrative ministry) at Barauni as well and will also pick up the CM’s gauntlet to announce an Integrated Steel factory for Bihar. He would have to take up the challenge of getting these two proposals pushed through the union cabinet using troika of strong cabinet ministers from Bihar in union cabinet (comprising of himself, railway minister, and rural development minister along with not so strong minister of Social Justice & Empowerment). State can pin its hope on MOS for HRD and MOS for Water Resources as well. However there is not much hope from other ministers from Bihar at center like MOS for Communication & IT and MOS for Heavy Industries. Latter ones have got nothing to show as their contribution to home state and in fact not taken any initiative what so ever.

There is a strong case for developing Katihar as a regional trade and commerce hub by connecting to Nepal, Bangladesh, Bhutan, China through Sikkim, North East and beyond that is Myanmar. A strong vision with a complementing action plan would be needed for the same.

Making India a global hub for International Railway Managers

In a historic step towards making India the global hub for International Railway Managers, the foundation stone was laid for the International Railway Strategic Management Institute (IRSMI) to be set up in New Delhi. The Institute, an initiative of Indian Railways and International Union of Railways (UIC), is planned to be fully operational by the year 2010 with independent infrastructure. The Institute will provide International training facilities in co-operation with top most global Business Schools to Railway professionals. This will make India a center for providing trained manpower to Rail Companies across the globe. The Institute under the aegis of International Union of Railways (UIC) will prepare International Railway managers to meet the future challenges in rail operations.

Focus on education sector presents a good opportunity for Bihar to revisit its overall Human Resources Development Strategy.

Expectedly Bihar can hope to host a Central University of Excellence, an Upgraded Central University and also the jewel institutions like IIM, IIT, AIIMS and IIIT (one or may be two, one each for software and for hardware) as already announced in various forums by different central authorities, besides hitherto unannounced IISER as well.

Since overall burden of planning lies with the state, it would be expected that state will approach the center with a plan for taking the number of institutes to at least one engineering college and one medical college in each district of the state in the very first year of plan period. These engineering colleges could be planned with most common bachelor level engineering streams like Mechanical, Chemical, Electrical, Electronics, Civil and Computers. Specialized institutes should be separate from these suggested institutions and should not be planned as part of them.

For example state would need specialized institutes focused on creating necessary skill sets for sectors promising the largest job creation like a "Center of Excellence in Financial Education churning out over 5000 resources with various kind and level of skill sets”. State should also strive to have a National Institute of Biotechnology and a National Institute of Nanotechnology and may be an Indian Statistical Institute pertinent to the needs of emerging professions. The list can be further extended to prepare a comprehensive wish list
with focus on having institutes befitting the states economic needs and developmental agenda viz Institute of Travel & Tourism Management, National Institute of Food Technology & Entrepreneurship Management, National Institute of Design, National Footwear Design Institute, Indian Institute of Foreign Trade, Indian Institute of Rural Management, National Institute of Hydrology............ besides a NIFT and a NIPER as already planned.

Possibility of all this happening is definitely bright as appears in the excerpt of the PM's speech.

“The outlay on education goes up from 7.68% of the Central GBS in the 10th Plan to over 19% in the 11th Plan. In fact, education is the most favoured sector and the three fold increase in its share and a five fold increase in the actual outlays demonstrate the criticality of this sector in ensuring sustained inclusive growth in the future.”

“Education is an area of special focus in the XI Plan. Already, we can see that faster growth is leading to skill shortages and increases in wages and salaries for people with the right type of skills. We need a greatly expanded supply of educated and skilled labour to support our ambitious growth targets. Education is also our best hope for achieving inclusiveness and for spreading development to backward regions and marginalized groups. Nothing will ensure an effective spread of opportunity to all sections of the population more than the availability of good quality education particularly in rural areas. The XI Plan attempts to bring about a massive transformation in this area through many new initiatives. While strengthening the Sarva Shiksha Abhiyan, a new scheme for universalizing secondary education is being proposed. In addition, 6000 model schools in all Blocks, 30 new Central Universities, 370 new colleges in educationally backward districts, a Skill Development Mission to cater to 1 crore students per year and a huge expansion in the number of Indian Institutes of Technology, Indian Institutes of Management, Indian Institutes of Information Technology, Indian Institutes of Science Education & Research are proposed in the XI Plan. This is a decisive start to bridging the knowledge gap in our country. But all these ambitious investments will bear fruit only if the Central and State Governments work purposefully to see that results are in line with expectations and that the quality of these institutions does remain top-class.”

Onus seems to be on state as it appears that if state were to approach center with appropriate evidences demonstrating the historical marginalization as well as the proof of existing imbalances along with role and relevance of these institutions in helping states development plan, central government would oblige.

After their continued resistance to the idea of opening an IIT, an IIM, and an IISER in Bihar despite growing demand for such schools in the state by the students and academic community, the Central government has given the green signal to open 9 poly-technique colleges in the region at the cost of Rs. 12 crore.

While the response to the Central Human Resources Ministry's to open poly-technique institutes in Bihar ranging from lukewarm to apathy, the state government, in letters to the District Magistrates, directed them to identify and mark 5 acres of lands in appropriate locations so the work could begin on their buildings without further delay.

The proposed nine colleges would be opened in East Champaran, West Champaran, Katihar, Sitamarhi, Sheohar, Madhepura, Araria, Supaul, and Madhubani, state Science and Technology Minister Dr. Anil Kumar said adding the government would maintain control over the institutes.

While the Central government would pay for the construction of the buildings and the campuses, the state government would be responsible for running them on a daily basis and footing all the teaching and other expenses, Kumar said.

Meanwhile, the fate of an IIT, IIM, or an IISER in Bihar remains fuzzy at best and unlikely in the worst scenario given the Center's aversion to raise the standard of higher education in Bihar.

CAE Inc., Canada and also gave its approval for formation of a subsidiary company of Airports Authority of India for establishing a flying and aviation training institute at Gondia in Maharashtra as a Joint Venture Enterprise with M/s. CAE, Canada. The management for taking of IGRUA would be taken over by M/s. CAE Inc., Canada for better management of the Akademi in a more professional manner in order to produce 100 pilots per year. The subsidiary company of AAI will establish a flying and aviation training institute which will help in meeting the growing requirements of pilots and technical manpower relating to the aviation industry.

The Union Cabinet today gave its approval for setting up of a Centre of NIFT at Rae Bareli as a full-fledged Centre like seven other NIFT Centres already functioning in the country. The infrastructure and other facilities at the full-fledged Centre of NIFT, Rae Bareli would ease pressure on existing Delhi NIFT Centre and minimize the regional mismatch between the number of seats available and the number of applicants based on present locations of NIFT Centres. It would also meet the requirement of additional seats on account of implementation of OBC reservation as and when it is implemented. NIFT, Rae Bareli Centre would be first Centre to be set up in any backward areas of the country.

For improving the quality of vocational training in the country and make it demand driven so as to ensure better employability of the graduates, the Cabinet Committee on Economic Affairs today gave its in-principle approval for Implementation of Central/Centrally Sponsored Scheme “Upgradation of 1396 Government ITIs through Public Private Partnership” for the XI Plan period and approval for implementation of the scheme for one year for the first batch of 300 ITI at a total cost of Rs.774.50 crore. Out of Rs.774.50 crore, Rs.750 crore shall be used for upgradation of 300 ITIs and Rs.24.5 crore shall be used for management, monitoring and evaluation of the scheme. Under the Public Private Partnership mode, for each ITI to be upgraded, an Industry Partner will be associated to lead the process of upgradation. The Industry Partner will be selected by the State Government in consultation with the Industry Associations. An Institute Management Committee (IMC) will be constituted for each selected ITI. The IMC will consist of following members: (i) Industry Partner or his representative, as the Chairperson(ii) Four Members from local industry to be nominated by the Industry Partner(iii) Five members to be nominated by the State Government(iv) Principal, ITI as ex-officio member Secretary of the IMC After the approval, 300 selected ITIs will be upgraded through Public Private Partnership. Industry partner will be involved in all aspects of training from development of curriculum to trade testing. Academic and financial autonomy given to the ITIs will improve their internal and external efficiency. The demand driven and improved quality of training will lead to better employability of ITI graduates.

SETTING UP OF INDIAN INSTITUTES OF SCIENCE EDUCATION AND RESEARCH (IISERS)AT BHOPAL AND THIRUVANANTHAPURAM

The Union Cabinet today gave its approval for setting up of two Indian Institutes of Science Education and Research (IISERs) at Bhopal and Thiruvananthapuram, at a total cost of Rs. 1000 crores ( Rs. 500 crore per Institute). Indian Institutes of Science Education and Research (IISERs), Bhopal and Thiruvananthapuram are the fourth and fifth in the chain of IISERs to be set up in the country by the Ministry of Human Resource Development. The Government of India has decided to create the IISERs with the unique objective of integrating undergraduate education, postgraduate education and research under the same umbrella. The basic idea of IISER is to create research universities of the highest caliber in which teaching and education will be totally integrated with the state of the art research. These universities will be devoted to undergraduate and postgraduate teaching in sciences in an intellectually vibrant atmosphere of research. One of the important goals of creating these universities is to make education and careers in basic sciences more attractive by providing opportunities in integrative teaching and learning of sciences and breaking the barriers of traditional disciplines. One other significant concept of the proposed IISER is to actively forge strong relationship with existing universities and colleges and network with laboratories and institutions, in order to share and complement faculty resources as well as research, library and computational facilities. The IISER shall have programmes of study called Schools in various interdisciplinary areas of Biological Sciences, Mathematical and Computer Sciences, Physical Sciences, Chemical Sciences and Materials Sciences. Each Institute is expected to have about 2000 undergraduate students, postgraduate students and research scholars, and about 200 faculty members, across disciplines.

On the recommendation of Scientific council of PM , MHRD has given confirmation for establishment of one Central University in Bihar. The direction to this effect has already been given by MHRD dept to Govt of Bihar.
This statement was given by Prof Hussnain, a member of Scientific advisory council of PM and promoter of BiharBrains during my long telephonic conversation for inviting him in Scientific foresight.

During conversation he expressed his views about IISER and said that we should keep pressure on govt and political parties for getting IISER in bihar.
He said , being member of scientific advisory council of PM , he will take his utmost possible effort.

Once again , I feel that Bihar Govt is not speedy about establishment of IISER in the state. Bihar govt (particularly Hon'ble CM) should talk immediately to the central govt for the establshment of IISER in the state. they should provide 500 acres land at any place Patna/Muzaffarpur/hajipur/bhagalpur/Darbhanga etc .

We should do hurry now in meeting all MPs of Bihar to take appointments from Hon'ble PM of India.

At the outset Dr. Verma welcomed all the members present. Dr. S N Guha was contacted it was informed that he had been in the meeting some where else with the authorities of Govt. of Bihar hence he was unable to come. Dr. Dolly Sinha had a class during the day hours so she could not spare time. However, Dr. Verma appraised the agenda of meeting to all the members present.. Dr. Thakur said that the efforts of Bihar Brains in this direction has been continuous but as ill luck would have it , we did not get fruitful results.

Dr. Verma said that it has been proposed by the Global Chairman of the Bihar Brains to send a letter to all Members of Parliament for their endorsement of our demand for IISER and to give pressure on the Govt. A letter has been drafted by Chairman of BBrains Development Society.. The said draft letter was shown to all members. Each and every member read the draft letter. Dr. Rajmani Sinha and Dr. R.K Sinha said that simply writing of letters would not fetch the desired result. We will have to take support of high weight politician Like, Shri Laloo Prasad Yadav, Shri Ram Vilash Paswan, all Minister of Govt of India from Bihar , Shri Nitish Kumar, C M (Bihar).

Manager operation of BBSC, Shri Sandhwar, at the instance of Dr. Verma placed the print out the message in which it was mentioned about apathy of Govt. in response of the question raised in the Parliament by Shri Ram Kirpal Yadav. M.P (R J D) step motherly treatment of Govt has been condemned by all.

Dr. R. K sinha suggested that we should target one person/ some important (politician) who may be persuaded to push the project as it was done in the case of setting up of NIT. Dr. Verma concurred with his views and said that sustained effort is required. Members suggested that Shri Ram Kirpal Yadav M. P should be contacted afresh by B.B delegates and request him to move the matter with the help of his colleagues. The M P should be made fully appraised for the need of opening of IISER in Bihar and to make him convinced for the same with all justification and arguments. A suggestion emerged that a letter be drafted in Hindi addressed to Smt Sonia Gandhi and Dr. Manmohan Singh, P M which may be signed by all Members of Parliament from Bihar. The proposal was accepted by all. It has been decided that contents of letter already drafted in English are adequate which may be translated in to Hindi. A delegation of the action committee of IISER should meet Shri Ram Kirpal Yadav after seeking his appointment when he is available in Patna. It has also been decided that the Delhi Representative of Bihar Brains should be requested to keep watch over the progress. Dr. Rajmani Sinha further placed his views that let the NRIs of Bihar take a lead to start the establishment of IISER or similar R& D centre with support of their financial help at first instance so that base for our demand from the Government may be established. .He quoted example of Orissa and other states . A message with this objective should be sent to all concerned through BBrains Development Society by its Global Chairman..

2. Coming to the second agenda of construction of a Scientific council .of Bihar, Dr Verma placed that local level Scientific Council be formed under the leader ship of Dr. J Thakur . The proposal was accepted by the members. Dr. Verma further requested the members present to become the members of the Council and to give some suitable names of R & D personnel who may be enlisted in the Council In response to his request following names have been suggested for addition in the list of member of Scientific Council .

It was also suggested by the members that a Seminar of all personnel engaged in active Research and Development in any field of Science & Technology be organized by the Bihar Brains Scholastic Centre. Dr R K Sinha added that In that Seminar Dr Hussnain should be called to preside. In order to have full data and details of such persons, it was proposed that a list which has been recently prepared by the Govt of Bihar be obtained with the help of Principal, Patna Science College.
The proposal has been accepted by all the members. The Venue date and time of seminar required to be fixed with due consultation with appropriate committee of BBSC and BBrains Development Society.

3. On the third agenda of the meeting. For Development of BBSC as Gyan Kendra with help of DST Govt. of Bihar. .Dr Verma . Explained the objectives of Gyan Kendra to all and sought their opinion. Members were of the opinion that we should select one or two objectives for its implementation to start with. Manager Operation of BBSC appraised that BBSC has received a positive response from the Principal Secretary of DST of the Govt of Bihar who has given consent to BBSC to provide space of 6000 sq ft at Mourya Lok Complex provided a complete proposal. is submitted to them . Dr Verma said that BBSC has developed a proposal to open an Authorised Training Center of CDAC,. For Chip Design Training, VSLI courses. . The civil and financial outlay of the proposal is to be designed and prepared
Dr Verma explained the validity and viability of the project. A doubt emerged in the meeting whether ATC will be able to issue Diploma which would be acceptable & valid commercially. It should be ascertained whether such of type training institute requires affiliation from University system of A I T U C

In response to the doubt raised by the members, Dr Verma explained that CDAC is recognized Institution by the Government of India, so there may not be any problem for validity of its diploma.

Dr B K Sharma that representative of Ni2 Logic Pune , had come recently and given demonstration of their product of chip design , micro and other thing related to the proposed training programme. He said such seminar and demonstration may be conducted in future also.

In the end it was decided unanimously that a full and concrete proposal for opening of Authorised Training Centre of CDAC should be prepared by BBSC staff with input from their authorities and put before the committee in the next meeting before its submission to D.S.T,.Bihar.

Since there was no other agenda the meeting ended with thanks to chair.

NISER will start functioning initially from the campus of Institute of Physics (IOP) and its academic programme will start from September, 2007.The said institute will conduct the following programmes in science education for bright and meritorious students selected on all-India basis : a) An integrtated 5 year M.Sc. programme in the core and emerging branches of Basic Sciences to students after their 10+2 Higher Secondary schooling. This in turn will be integrated with Ph.D. programme on the one hand and employment in various R&D organizations and industry in the country on the other.b) Integrated m.Sc. + Ph.D after B.Sc from other Universities.c) Ph. An answer by Smt. D. (a) to (f) : On the recommendations of the Scientific Advisory Council to the Prime Minister (SAC-PM), the Government of India has set up three Indian Institutes of Science Education and Research (IISERs), one each at Pune, Kolkata and Mohali. During the current financial year, a budgetary allocation of Rs. 125.00 crore has been made for IISERs. At present, the Government is not considering setting up one such Indian Institute of Science Education and Research (IISR).

This the briefing of Lok Sabha, which states that Central govt has once again denied our demand to open an Institute of higher education and research (IISER) in Bihar. The new IISER will be opened one each in Pune, Mohali and Kolkata!!!!!

To add a little more, our Prime Minister announced the setting up of a National institute of Science Education and Research in Bhubaneswar.

Sir/ Madam, in the sixty years of independence it is ironical that neighboring states like UP has 2 IITs, 1 IIIT, 1 IIM, 2 central University (BHU and AMU), Bengal has been blessed with 1 IIT, 1 IIM, 1 IIIT, Indian institute of Statistics, and some central University like Shanti Niketan.

Just to bring to your kind notice, Roorkee has been elevated to IIT recently, even though IIT-Delhi is geographically very close to it. Similarly IIT has been opened in Allahabad even though IIT Kanpur is only 200 KM away.

But Bihar has no central university no IIT, no IIIT no IIIM, no IISER no IISC, no DRDO or other scientific labs even though Bihar is among the states which contributes highest number of students in these institutions.

I feel that this is an act of deliberate denial of rights of more than 6 crore people so that they can be subjugated with extra financial burden for getting education. For past 40 years all of us have been paying taxes like rest of the country, then why this discrepancy? It seems that we are living in the colonial era where government used to collect tax from the citizens and do no good work for the welfare of common people.

Sir/ Madam, The denial also has a great impact on our socio-economic condition, some of which I am listing down:-

1) No serious research on flood control: Absence of any such institute means we do not have world class professionals working in the state. If we had some institutes like these, then some scientists and engineers would have worked on the flood problem in Bihar and might have come up with some solution. The tangible example of this is the work done by Prof. P.C. Mahalanobis on floods when Bengal was the greatest sufferer.

2) Employment Generation: These institutes help to develop the ecosystem for a science and technology-based industry in and around them. This helps in attracting lots of investment from the world as well as act as a seed to produce world class professionals and entrepreneurs.

3) Help in motivating the youths to dream a better life: These temples of higher education also provide ambition to the crores of young children to choose science and technology as a profession and stay away from any unlawful activity.

I know most of these are known to all of us, but then I feel that till we fight it out we will not get our due and will only be known for bad incidents like Bhagalpur, flood victims, abductions etc.

I am requesting all of you to PLEASE highlight this issue and let our motherland get the due. All the 6 crore people of Bihar who want their children to grow and Bihar to prosper will remember you all for your contribution towards their better future.

All that is necessary for the triumph of evil is that good men do nothing.

Political Apathy for Bihar

Thx to Hon'ble MP Sri RamKripal Yadav who had also earlier also raised this question in Parliament but it seems our own other politicians doesn't support and doesn't even know what is IISER and need for IISER in Bihar.

Our Polilitcians are involving themself in dragging themselves only, doing heinous politics, they don't involve themselves in the development actvity of the state or region, They don't even know what is IISER ,They don't take responsibility for bringing good institute in Bihar. Atleast this is the reason why Bihar didn't get any good institute in Bihar in the past, This is the reason why Bihar got bad name in eveything .

Our politicians should learn from people of South India/western India .........They all sit together in Parliament but other parts of leader discuss about some development of their region , our leaders discuss the thing which he/she should not discuss or atleast not related with the development.

I have seen statement from Tamil Nadu Hon;ble CM just after Hon'ble PM Accouncement on Aug 15,2007 about setting up of IISER /IIT/IIM , he released demand for all the three institutes in TN in front of press and then CII gave supporttive response of Karunanidhi demand.
But here in Bihar ,, after 2 yrs battle , we just meet DST bihar, Our Hon;ble CM just send letter to Hon'ble PM which is not enough . He should do what TN CM did before.
Hon'ble CM is even not accepted today meeting with BB delegation.

Thx to DST ,Bihar and also new Principal secy Sri Ajay Kumar jee who understands our's view and also why setting up of IISER/IIT are neccessary for Bihar. He is doing his best job for Bihar.

Sri Ajay jee as Principal secy of DST ,Bihar met Hon'ble CM and gave presentation about IISER but in response only writing letter to Hon'ble PM is not enough . Our CM should raise voice in support of our demand the way in which TN CM is did ,, but till today he could not. Even national daily of Bihar has not given good coverage of Letter of CM to PM for demand of IISER in Bihar. It should come in bold on first page ..

Lobbying is very important for all MPs of Bihar / Lobbying is very important for the noble cause , for the development of the any state or region .
But I feel that we lack in that .
This is completey a case of Political apathy .

NEED FOR IISER IN BIHAR

Activity, diversity, cooperation, interaction, responsibility and expectation are the pillars of good education systems which involve research and training in a much professionalized manner. Unfortunate turn of events of early 1970s led to the decline of university system that began with research shifting to specialized agencies (Decision taken by Government of India). Also, lack of support systems to match the changing face of science further smoothened descend. No support from specialized agencies in the form of CSIRs/DOEs/DRDOs laboratories added a new dimension in education system in Bihar where scientific research became “lost or last” priority in the absence of iconic symbol as an institution thereby collapsing the pillars of good education system along with curiosity and creativity. No one would ever think of getting closer to moon or wiping out diseases without research. Likewise, it is practically impossible to expect reforms effort in university education to have significant effects and impacts without research-based knowledge guiding activities and providing diversity including the social one.
To pave the way in this direction, Government of India has taken several new measures and initiatives across several states and union territories. The great vision of setting up these new institutes is to create research universities/technological institutions by integrating teaching and education with the state of the art research. Indian Institute of Science, Education and Research (IISER) offers a viable alternative to accomplish a new social-stirring while nurturing curiosity and creativity in the area of basic sciences as well as breaking the “palisades” of traditional educational means.
The futuristic scenario can be brought closer and quicker if we churn our large “underprivileged” population first. That is why Bihar needs to be churned in an effort to induce power and energy in the performance-driven Indian education system. Vision, design, quality-personnel, reputation, excellent and well-conceived program, etc. which are the ingredients or elements of modeled-education output will meet new challenges in this fast emerging global world moving steadily from hunches to conceptualizing and specifying a question, where innovative technology can become a “real” economic engine. “Sunlight is the best disinfectant”. Hence Bihar, a home of nearly 85 millions people, must be given opportunity so that age-old technical and scientific education could be revamped and revolutionized. The other constituents such as teacher-student interaction, cooperation amongst students, active learning and prompt feedback will provide a platform for “underprivileged” Bihar. Presence of IISER in Bihar will extend and expand its influence in the existing and vitalizing universities of Bihar.
We all know that simulation is the art of replicating the “real” so that reality becomes safer, faster and proficient. Impoverished Bihar needs to be simulated. Offering IISER in Bihar will provide a unique strategic location where the outstanding talents can be pooled within the location and will serve the greater purpose of higher education and strategic partnership with industry and hence the overall growth.

New Dawn of Research Atmosphere of Bihar

In order to promote quality scientific research in the state colleges and universities, the chancellor’s office has initiated steps for establishment of a central instrumentation centre here.

The proposed centre will have all the sophisticated equipment required for research in different science subjects, to be utilised by teachers and scholars of universities.

Chancellor R S Gavai has reportedly got the approval of the Union science and technology minister Kapil Sibal for the proposal. While the science and technology department will provide necessary funds for purchasing equipment, the state government will provide infrastructural facilities and trained manpower for the purpose.

The centre would be set up either at the Indira Gandhi Planetarium or the Patna University campus. Many a research scholars were unable to carry out their work due to non-availability of scientific equipment in their respective institutions, said R Krishna Kumar, special officer (universities) to governor, at a meeting of deans and senior science teachers of all the universities at Rajbhawan, here on Monday. The centre would facilitate these workers to carry out research work smoothly, he said.

The centre would be linked to all the universities through internet and the analytical results of the samples sent by a research scholar would be e-mailed to him. Deans of science faculty in universities have been asked to furnish details of the ongoing research activities and the equipment required for research within a fortnight. They have been directed to convene a workshop of researchers to motivate the young teachers to undertake quality research work.

Junior teachers should be encouraged to apply for minor and major research projects to UGC, DST, DBT and other funding agencies in proper format.

The number of people seeking research grants from various agencies is quite low as compared to the people from other states, they observed.

It was decided to bring out a research journal from the state and also to organise popular science lectures in colleges, with each college holding at least one national seminar every year. The scheme of giving annual awards to the outstanding research scholars was also discussed.

University scholars should also be encouraged to visit national laboratories and research institutions at regular intervals. Krishna Kumar also disclosed a scheme of providing laptop to every teacher at subsidised rate.

Excerpts: PM's Speech Laying Thrust on Higher Education in Particular and Education in General

I request states also to give priority to education, as education alone is the foundation on which a progressive, prosperous society can be built. Growing revenue earnings have improved the fiscal capacity of the States. They must now give priority to education. Towards this end, our Government has decided to invest in setting up good quality schools across the country. We will support 6,000 new high quality schools -- one in every block of the country. Each such school will set standards of excellence for other schools in the area.

(Note: This ,interalia, implies that Bihar should get 534 schools(Guess these are new schools). Bihar government will do well to plan the school domain under its CSS in such a fashion as to take optimum benefit of this scheme. Mark out the domains and assign them to central government for opening these schools without compromising on CSS plan)
As our primary education programmes achieve a degree of success, there is growing demand for secondary schools and colleges. We are committed to universalizing secondary education. An extensive programme for this is being finalized. We will also ensure that adequate numbers of colleges are set up across the country, especially in districts where enrolment levels are low. We will help States set up colleges in 370 such district

( Note: Bihar should get at least 35 such colleges if not 38)
The University system, which has been relatively neglected in recent years, is now the focus of our reform and development agenda. We will set up thirty new Central Universities. Every state that does not have a central university will now have one.

(Note:Detailed plan states that there is going to be 14 new brand ones & 16 upgraded ones, Bihar must get one brand new one by providing land for the same.It must also get one upgraded central university, if not more. Since this will take the total number of CU to 53, Bihar should have got 4 of the CU though)
In order to promote science and professional education, we are setting up five new Indian Institutes of Science Education and Research, eight new Indian Institutes of Technology, seven new Indian Institutes of Management, and twenty new Indian Institutes of Information Technology. These will generate new educational opportunities for our youth. I am sure that, working together, we can ensure that at least a fifth of our children go to college as compared to one-tenth now.

(Note: Hopefully state will get one IISER, one IIM and two IIIT, one for hardware& design and other for software from the announcements to be made. State should brace itself for hosting these institution with adequate provisioning of land and should pursue the same diligently )

The vast majority of our youth seek skilled employment after schooling. Last year I spoke the need for a Vocational Education Mission. Such a Mission is ready to be launched. We will soon launch a Mission on Vocational Education and Skill Development, through which we will open 1600 new industrial training institutes (ITIs) and polytechnics, 10,000 new vocational schools and 50,000 new Skill Development Centres.

(Note: Bihar government should plan to host institutes in proportion to its population if it wants to do justice to the need of Bihar Populous. This implies that state gets 130 ITI’s (one each in all the 130 towns ), 813 Vocational schools (one for each police station area) & 4237 skill development centers ( one each shared between two panchayats). For urban areas state governments shall arrange the skill development centers through its own initiative shared perhaps between two ward areas)

14 New Central University of Excellence

In a bid to have similar higher standard of education in the new 14 Central Universities proposed by the Prime Minister Manmohan Singh, the government wants to bring a uniform legislation to govern them all. The new universities would cost government Rs Rs 41,802 crore.
According to a senior government official, the HRD ministry will come with a draft law for all the new universities to have uniform high standards of excellence. Recently, Planning Commission deputy chairperson Montek Singh Ahluwalia had told HT that the government intends to develop these institutes into “centers of excellence” at part with one of the best in the world.
The decision to have a uniform legislation is said to be a step in this direction. HRD ministry officials, who deliberated on the issue on Monday, said uniform legislation would ensure better regulation and maintaining of high standards of education. “It will also give a sort of uniformity to higher education system in India, which is lacking,” a ministry official said.
The government has also proposed that the new Central universities should be modeled on Jawaharlal Nehru University in Delhi, the only university in the country among top 200 in the world.
The proposed law will also ensure linkages between Central universities enabling easy mobility of students from one university into another and a centralized admission system. However, the HRD ministry has some reservation on whether the centralized admission system would be possible for graduate and post-graduate studies in arts or commerce as evaluating students’ ability through a test may not be possible. Government officials also said the proposed law will frame complete autonomy for these universities based on JNU governance model to check “political interference” in appointment of vice-chancellors and faculty. The law would provide complete autonomy to the executive and academic council on how to run the university within University Grants Commission guidelines.
The government also plans that 14 Central Universities will have an engineering school, a management school and a law school. But, the decision on the fees to be charges will rest with the university, an official said. The Planning Commission had recommended that the fee for undergraduate courses should be Rs 12,000 per annum with 40 per cent of students getting substantial scholarships. “The fee structure should cover 20 per cent of the cost for running the university,” the official said.

Move for 8 more IITs, 7 IIMs

NEW DELHI: In a major rollout for high and technical education, Planning Commission has proposed a seven-year special plan (2007-14) which includes setting up eight new IITs, seven new IIMs, 20 NITs, 20 IIITs and 50 centres for training and research in frontier areas. Of the IITs, three have already been cleared and one IIM at Shillong has received the green signal. The seven-year special plan for higher and technical education would start in the 11th Plan and spill over to the next without being diluted. The plan panel has proposed a funding of Rs 1.31 lakh crore for the seven year plan. The full Planning Commission will discuss the proposal threadbare when it meets on August 6 to deliberate exclusively on the impetus that should be delivered to education for the 11th Plan. The special plan envisages setting up of 30 central universities. One central university will be located in each of the 16 uncovered states while 14 new ones of world class will come up in states which provide land free of cost in attractive locations. These universities will have various schools including medical and engineering institutions. Also, 370 new degree colleges in districts with low gross enrolment ratio would be established and 6,000 colleges would be strengthened. In the field of technical education, the seven-year plan talks of expansion and upgradation of 200 technical institutions in various states. There is also a plan to upgrade seven technical universities which include Bengal Engineering College, Howrah, Cochin University of Science & Technology, Andhra University Engineering College, Vishakapatnam, University Engineering College, Osmania University, Jadavpur University, Institute of Technology BHU and Zakir Husain College of Engineering & Technology, AMU. Apart from eight IITs and seven IIMs, there is a plan to have five Indian Institutes of Science Education and Research, two Schools of Planning and Architecture, 20 National Institutes of Technology, 20 Indian Institutes of Information Technology and 50 centres of training and research in frontier areas. The central assistance under the special plan has a very strong reform component and looks up to states to agree for a minimum set of reforms to restructure higher education system covering admission, revision in curricula, collaboration with foreign universities and networking.

My Notes: It would be worth watching what Planning Commission has got in store for Bihar. Though it looks like that it is not going to decide on the destinations for these institutions at this macro planning level, still it would be worthy of the attention from the state which has mostly been ignored in past inallocation of central institutes and also in allocation of other national strategic assets.

infrastructure opportunities. More than than we must not just sensitise
our politicians including the CM and leader of opposition but ensure
that they lobby and put enough pressure on the Central Govt. including
Parliament to locate at least one IIT/IISER in Patna.
Regarding the specifics of "Genetic Research Laboratory" I agree in
principle but we should strategise first and then tap the right source
at the Centre. I would be happy to even come to Patna at a mutually
convenient time provided some one like you based in Patna take the
initiative...

A four-member delegate led by BiharBrains chairperson Bibhuti Vikramaditya, on Monday in Patna, met with the Deputy Chief Minister Sushil Kumar Modi and presented its demand for the establishment of an Indian Institute of Science Education & Research (IISER) in Bihar.

During the meeting that lasted near 40 minutes, Modi assured the delegate of his support to their cause and promised to take up the issue with Chief Minister Nitish Kumar during his meeting with him on Tuesday.

Modi also invited the delegate to attend the NRI meet in Bihar to be held later this month.

Earlier, during his talk with the state Science and Technology minister Anil Kumar, Vikramaditya also presented his demand for an IISER in Bihar.

"Our demands have been forwarded to the state Department of Human Resources and other concerned officials in the state and we soon to have a report on its status," Vikramaditya said.

Hope for IIT/IISER/Central University in Bihar

In a recent significant development, the central govt has decided to increase no of IITs, central universities and IISER (Indian Institute of Science Education & Research) in India and Rs 1, 32,000 crore will be invested in setting up of 30 Central universities and three IITs, seven IIMs, 20 NITs, five Indian Institute of Science Education and Research (IISER) and Indian Institute of Information Technologies (IIITs) and two school of planning and architecture (SPA) during 2007-14. A centrally sponsored scheme or additional central assistance would be worked out to provide the finances. The Commission has envisages that 14 of the new CUs in different states will be of world class standards.

This is really commendable effort taken by the central govt to improve S&T environment in India .

In this context Bihar is the fit case for all the institutions as Bihar doesn뭪 have any of the institutes and also major labs (out of over 250 odd institutes under the department like DAE, DOS, DBT, ICAR, CSIR, DRDO, DIT and department of health) in spite of the fact that Bihar produces large no of techies and scholars who has contributed and are contributing in all national and international fora. In view of population, Bihar has more than 8% of total population of the country, this position is absolutely outrageous.

If we go whole hog we find that these centers are located in cities of few states or in the metropolis which are totally embarrassing and fit case of regional imbalance and negative sidelining attitude by the center towards Bihar . In my view, Bihar should get fair share of 20 research centers (out of a total of above 250 such research centers across the country) or for that matter 12 national academic institutions (out of over 175 such institutions under various ministries

Though our local politicians of without vision are responsible for this disaster who never dares to put such demands in front of central govt seriously but in the same way central govt should also be held responsible for this disparity and gaining momentum of regional imbalance. ). If national leadership would have taken care for restoring parity to the state by allocating at least 40 of centrally funded autonomous institutions (out of total of over 433 as Per expenditure committee report 2004-05 or CAG report which states the number above 499 in year 1998-99 report), state would have been definitely be a much improved place for its denizens.

Anyway thanks to present govt for raising all those issues and getting support from all quarters. Now Bihar has started development process in all the fields, they have taken some steps also to improve standards of education and also to improve infrastructure of the state including law & order which were one of the most negative factors for not installing these institutions in the state. Now this reason should not be taken into account by central govt and politicians of the central govt.

Recently on the announcement by Hon뭕le HRD minister for three more IITs in Bihar, Rajasthan and Andhra Pradesh, Bihar Govt has given clearance for the space for IIT in Bihar and gave full support of the establishing this institute of high repute in Bihar. This is good step and should be appreciated by all.

Apart from IIT, to develop scientific environment in the state, the importance of IISER should be given more attention. In this scenario, recently on the basis of demand for an IISER in Bihar by BiharBrains since long, Bihar govt has written letter to Hon뭕le PM for the IISER in Bihar and has given very clear indication that Bihar we will provide land for IISER in Bihar in his letter to Hon뭕le PM Dr.Manmohan Singh. This is good initiative taken by Bihar govt.

Bihar doesn뭪 have central university, the movement for Making Patna University as Cenral University should be started by us and also the state govt should give more focus as this university deserves this status. In the recent statement given by Hon뭕le VC of Patna university, he claimed that situation in Patna university has improved , education environment has also changed ;many new professional courses has been started by this university in the recent past. Patna University in all the fields has contributed a lot. Hon뭕le VC Sri Samiadri claims that Patna University is the fit case for getting central university status and he takes it a challenge for getting it. This is great and he deserves appreciation for this.

Now ball is firmly in the court of the federal government. We hope at least one IIT, one IISER and one central university and few DST labs for the time being from the present central govt which is the need of the hour.

SC order may derail PM’s pet project

Chandigarh, July 08: “I am delighted to be here today to lay the foundation stone for a new temple of learning in Punjab, the Indian Institute of Science Education and Research. I sincerely believe - and it is my earnest hope - that this institute will take Punjab to a new horizon in science teaching and research.”
Prime Minister Manmohan Singh spoke these words on September 27, 2006 during the foundation stone laying ceremony of Indian Institute of Science Education and Research (IISER) at Mohali. The IISER is to be set up on about 200 acres in Sector 81 at a cost of Rs 500 crore.
In the same speech, the PM had also expressed happiness over the fact that first of the five National Institutes of Public Health was being set up at Mohali by the Public Health Foundation of India (PHFI) in collaboration with the Punjab government.

However, the recent judgment of the Supreme Court in the Anandgarh case — the SC set aside land acquisition for the prestigious project on the grounds of procedural lapses by the government agencies — may derail these projects.

While the process for acquisition of land for these projects is mired in legal tangles, the state government officials don't want to admit whether these prestigious projects would be completed on time and, more importantly, at the same spots where they were planned.
Apart from the National Institute of Public Health, Mohali was also selected to be the site of country's third IISER, National Institute of Biotechnology and the National Institute of Nanotechnology.

Land owners have challenged the acquisition process on the ground that the Punjab Regional and Town Planning and Development Act (PRTPDA), 1995, were being violated.
“We have already challenged the process of land acquisition for these projects at Sector 81, Mohali. Our main contention, something that has been upheld by the apex court, is that the government turned the entire process faulty by not following the provisions of Sections 56 and 57 of the PRTPDA.

According to these sections, there has to be a Board to specify an area as a regional planning area, local planning area or a site for a new town or project clearly defining the limits of the area. After considering the objections and suggestions that may be received by it, the Board may declare the area to be a planning area by a notification in the official Gazette, and thereafter appoint a planning agency for performance of the functions related thereto. However, this procedure was not followed in the impugned cases,” said senior advocate G S Grewal, counsel for the landowners, who have challenged the acquisition process.

In Anandgarh's case, the Supreme Court held that “the declaration of the planning area, a site for a new town, was never validly made by the competent authority after following the prescribed procedure and, therefore, there was in law no validly selected site for a new town nor a validly declared planning area”.

Grewal said now that the SC has ruled on the issue, the cases pending in the Punjab and Haryana High Court in which same questions of law has been raised are likley to be dealt in a similar manner.

In the case of land for IISER, after the government announced compensations for each of the about 400 acres to be acquired in the villages of Chilla, Mauli Baidwan, Kumbra, Raipur Khurd and Manauli villages, the landowners challenged the award, too.

In a letter written to the Prime Minister of India Manmohan Singh, Bihar Chief Minister Nitish Kumar asked him to personally intervene on the matter of setting up of a National Institute of Science/Indian Institute of Science Education and Research (IISER) and National Institute of Science Education and Research (NISER) in Bihar to maintain regional balance in the field of education.

"It can not be overemphasized that a Scientific Research and Development activities in any state facilitates overall improvement and development of skill, public services, and quality of life of the people.

The Govt. of Bihar is irrevocably committed to develop scientific awareness among its people by increasing the opportunities of Technical Education & Scientific research in the state in every possible manner," Kumar said in his letter dated June 27, 2007 as furnished by Bibhuti Bikramaditya, the founder of Biharbrains, an organization committed to promoting higher education in Bihar.

The state government was willing to extend all possible help and provide necessary infrastructural support for the opening of IISER and NISER, the Chief Minister wrote in his letter.

The Govt. of Bihar is irrevocably committed to develop scientific awareness among its people by increasing the opportunities of Technical Education & Scientific research in the state in every possible manner.

In this context, I would like to draw your kind attention on following points:-

1. Out of over 250 odd institutes under the department like DAE, DOS, DBT, ICAR, CSIR, DRDO, DIT and department of health etc., hardly any institutes of national importance are located in Bihar. In view of population, Bihar has more than 8% of total population of the country, this position is absolutely outrageous.

2. In the tenth plan U. G. C. had proposed to establish National Institute of Science/Indian Institute of Science Education and Research (IISER)/ National Institute of Science Education and Research (NISER) in different parts of the country and Recently the MHRD announced setting above at Allahabad, Chennai, Pune and Bhubneshwar and Kolkata. Unfortunately, in the above announcement Bihar didn’t figure.

3. In your pronouncement on different occasions, you have shown deep concern on the need of reducing regional imbalances. Contrary to this, the above decision to open such institutes at the places where there is already high concentration of central institutes will further widen regional imbalances and skewed developmental pattern in favour of the metropolitan areas of the country.

4. Even Hon, ble President Dr. A.P.J. Kalam has underlined the need of opening such institute in area of research for accelerating the development process of the state.

It is also not out of place to mention that establishment of NISc/IISER in Bihar will be a step to reduce regional imbalance and have multiplier effect in building high quality human resources in a state which is currently lagging behind on all the developmental parameters .As big educational and research institute supports and accelerate industrialization.

In the light of above, I take this opportunity to request for your personal intervention for ensuring setting up of an IISER/NISER.The people of Bihar will be grateful if this institute is located in Bihar. Bihar Writes to Center for an IISER

Science & Technology Department has initiated a major program to revitalize Science & Technology in Bihar and to prepare the state for evolving technological requirements of the future. Other element of this program is to increase quality output of technically competent resources to meet the emerging requirements of the national economy in particular and global economy in general. Recent move to submit a demand for an IISER to federal government is one of the important reference points in the effort to bring many more such institutions to the state.

The driving motive behind this initiative is to harness the immense economic benefit by making state the hub of skilled and knowledge manpower resources. Underlying this immense possibility for such institutions is the observed large-scale migration out of state for technical education and a good presence of resources from the state in research institutions in other states and even in other countries. It is short of awakening to the fact that even without presence of a single good research institution or academic institution, state has been producing such a vast pool of highly qualified resources. State’s potential in this segment can be tapped more effectively by locating these institutions nearer home so as to create a better awareness and make access to these institutions more affordable.

Given the demand–supply gap, and states enabling policies, the economic viability of even a large number of privately funded institutions is possible and the same is reflected in the number of leading educational trusts and renowned world universities approaching the state government .

Till now, one of the important cogs in the scheme of things, that is, seeding the high quality national institutions in the state has been a glaring omission. It is matter of grave concern that federal government of India has failed to do justice to the state in this regard. Leadership at center level has been mostly engaged in patronizing and addressing their constituency at the cost of national exchequer. Some time in this process even jeopardizing the overall national interest. On the one hand there are states where national exchequer was used to create entire institutional and economic infrastructure to make them a shining example of Indian growth story, on the other hand there are states which lacks even a vestige of such national institutions and economic infrastructure. Sadly, that also includes the third most populous state of the country which is home to 8% of national population.

In this regard the initiative taken by BB over the last few years for an IISER has been quite a commendable act. This lacuna has been brought to the fore and in the public domain. Now the things have started gathering pace at state level as can be seen in the recent actions and pronouncements of Commissioner & Secretary of Science and Technology Department. Federal administration can not take any alibi for the lack of initiative from state now. Ball is firmly in the court of the federal government now. Would they be able to deliver to state a fair share of 20 research centers (out of a total of above 250 such research centers across the country) or for that matter 12 national academic institutions(out of over 175 such institutions under various ministries), it is yet to be seen. However, if national leadership takes care for restoring parity to the state by allocating over 40 of centrally funded autonomous institutions ( out of total of over 433 as Per expenditure committee report 2004-05 or CAG report which states the number above 499 in year 1998-99 report), state will definitely be a much improved place for its denizens.

Paswan Promises to Bring an IISER in Bihar

In the last week Hon'ble Union Minister for Fertilizers and Chemicals and Steel Sri Ram Vilas Paswan came to Japan on official visit with delegations. I requested him to spare some time to discuss issue of an IISER (Indian Institute of Science for Education and Research) for Bihar. Fortunately, despite his very hectic schedule, he agreed and I got time and met him on July 13, 2006 in the late night at Four Seasons hotel in Tokyo. The matter on which I drawn his attention is related with opening an IISER or NISc (National Institute of Science) in Bihar. The issue of NISc is related with former NDA led government which announced to open four NIScs, at Allahabad, Chennai, Orissa and Pune, across the country. Unfortunately, at none of the above places NISc came into the physical existence and government also changed. The current UPA led government has announced to open IISER (may be in place of NISc) in the country and till today two IISERs have been brought into functional status at Kolkata and Pune. Other places likely to get IISER are Chandigarh, Kanpur and Orissa. Unfortunately, Bihar has not been blessed with IISER despite its suitability. Regarding this I gave him 21 paged presentation pointing out need of IISER in Bihar and prevailing disparity in distribution of national educational institutes and central budget for the technical education. Such disparities have been pointed out recently by the India Science report. Following were the points raised in the application

1. The current central government has announced to set up Indian Institute of Science for Education and Research (IISER) at Kolkata, Pune and Chandigarh. It seems that aims of IISER are similar to that of NISc, however, there is no such announcements by the government. But Bihar is again not in the list of states blessed with IISER. Applications regarding this have been sent to different authorities. On July 11, 2006, hon'ble PM has also inaugurated IISER at Kolkata.
2. It will be not out of place to mention that while opening such institutes union government is overlooking the matter of regional imbalance in the distribution of higher educational institutes as well as central funds across the country as pointed out in the India Science report 2005. However, hon'ble PM has shown his deep concern on the matter of such regional imbalances.
3. Bihar is deserted of national educational institutes. In the name of national institute, Bihar has a National Institute of Technology which is in infancy. It is well-known that in Bihar there is not a single institution like Indian Institute of Technology (IIT), Indian Institute of Management (IIM), Indian Institute of Information Technology (IIIT), Indian Statistical Institute (ISI), Indian Institute of Science (IISc), Research laboratories of Council of Scientific and Industrial Research (CSIR), Laboratory of Defense Research and Development Organization (DRDO), Central University or other institutes of national and international reputes. 4. As per India Science Report 2005, the number of Bihari students migrating to other states for the higher studies in science may be somewhere less than 0.6%. This happens due to imbalance in distribution of such institutes. Getting higher education outside is costlier and every aspirant cannot afford it despite his/her will to continue higher education in science. Such migration of student also leads to the development of infrastructure to states where they study. The establishment of such an institute will increase percentage of students from Bihar seeking higher education in science. The unavailability of institutes like IISER of higher education and research also forbid students from other parts of the country to immigrate here for education. This dispels Bihar from national and international educational streams　and state remains known for its ugly faces to the rest the country.
5. Bihar shares higher percentage of non-scientific and technical workforce of the country. In the India Science Report, Bihar comes under BIMARU group of states　and keeps 8.9% of non scientific and non-technical workforce of the country.
6. While addressing joint session of the legislatures of Bihar and also Bihar Chamber of Commerce in March, 2006, hon'ble president has also emphasized the need establishment of IISER, IIT like institutes in his10-points prescription to develop Bihar. In light of the same I have talked with hon'ble union minister for S&T, through BBC on April 2, 2006, who also opined that in Bihar such institute must be open.
7. The benefits of such institutes in locality are numerous but Bihar remains unaware of such benefits. Institute like IISER will help in improving condition of the local universities and create awareness for science education and research among teachers and students. It will accelerate process of industrialization. Establishment of IISER in Bihar will be a step towards minimization of prevailing regional imbalance in the distribution of educational institutes across the country.
8. Big institutions act like a magnet which can keep learned people of the society in the society. This will control, to some extent,　internal as well as external brain drain. Lacking of this, Bihar is depleted of its own skilled human resources as well as of their contributions. This effects development of Bihar reciprocally.
9. Establishment of IISER in Bihar is a big political decision. Many states are in the race for it and of course government will open limited number of IISERs. Unfortunately, this issue for Bihar has not gained serious political support and attention yet. If Bihar gets an IISER, it will be a milestone in the history of scientific developments in Bihar. The hon'ble minister went through every point and have discussed in details. He was surprised to know why this matter has not been raised yet despite there are many ministers from Bihar including MHRD. He gave very positive promise. He will talk with hon'ble PM on his return and said that he will bring an IISER in Bihar. He also talked about the opening of National Institute of Pharmaceutical education and Research at Hajipur. Of course that is a big gift to Bihar which would not have come without his effort. I hope hon'ble minister will not make us hopeless on the issue of IISER too.

A delegation of BiharBrains met Dr. Anil Kumar , Minister of State - Independent Charge (S&T), Govt. of Bihar and presented the demand for the establishment of Indian Institute of Science Education and Research [IISER] in the State. A detailed draft was presented and discussed with the minister. The hon’ble Minister had appreciated the efforts of the BiharBrains and assured the delegation that he will be taking up the proposal to the C.M. and Govt. of India for establishment of IISER in Bihar.
It has been agreed upon by the hon’ble Minister that state will provide the land for building infrastructure if the proposal gets approved by the Govt. of India in the same way as it was done recently for the NIFT. The BB will be informed about the developments in due course of time.

Missions for Bihar

Let us now look at what are the missions which Bihar can undertake based on the core competence of the state. The following are some of the important missions and its outcome for Bihar?s prosperity:-

1. Agriculture and Agro Food processing: Increasing the agriculture production, activating the sugar industries, dairy development, food processing and horticulture leading to empowering and enrichment of 27 million farmers. It involves production of 57 million tonnes of food grains, fruits and vegetables by the State. Also it will lead to a business of Rs. 100,000 crores for processed food items in a decade.

2. Education and entrepreneurship: 75% literacy by 2010 and 100% by 2015. Integrated education and entrepreneurship from the secondary to higher education segment. Bihar should also aim at IIT and Indian Institute of Science Education and Research. Higher education should lead to employment generators for the state instead of employment seekers.

This article is devoted to non -other than our beloved Dr. APJ Kalam who made history by his vision of India 2020 and advocated action plan to develop India into “Knowledge super power “and into a “developed nation by 2020”; who made history as missile man of India and was brain child of Nag , Prithvi Akash, Trishul,Agni and several other projects being heads of around 50 R&D Institutes; who made India a nuclear power and was leader during Shakti-98; who gave mantra for educated politicians (unfortunately not approved by the parliament) to rule over the country; who when gave little smile, all children’s of India bestowed exhilarating love and the last but not the least he is who gave vision for the development of Bihar and stated that the development of Bihar is necessary for the development of the nation.
In his entire mission, I saw him very much clear to his points. Once he advocated policy of educated politicians. Though it was rejected as it was not suited to political circle of India for the well known reason but certainly his advocacy will start discussion among educated circle of India.
In his entire term, he worked for pioneering S&T in India, in his foreign tour too, he visited labs of the country and met scientists and professors. His extra ordinary love towards children was also admired by all countries where he visited. They all arranged special program in schools where he met with children.
In the implementation of his project ideas, sometimes he went out of the way too. The best example is Bihar. In Bihar, he visited two times and addressed joint session of parliament, gave full support to present Hon’ble CM of Bihar for the implementation of projects in Bihar, openly gave 10 points formula to develop Bihar by Power point presentation while inaugurating Global Bihar Meet, 2007. This was his unique style of functioning and we are proud in ourselves by the seeing the attitude of this high tech president. In recently concluded global Bihar Meet in Jan 19-21, 2007 at Patna, he gave a surprise by giving his confirmation by one simple mail from one of the organizer (there was no official mail from the govt).On the basis of that mail, he wrote to the state government and asked it to arrange his programme.That a President took cognizance of a casual letter so seriously and that too on such a short notice shows his interest in Bihar, the state with which he had no past record of association.
His mission and vision towards the development of Bihar will be always remembered particularly for two projects which he initiated 1. Revival of Nalanda University and 2. Establishment of IISER,, Indian Institute for Science Education & Research. He advocated for both of these institutes in Bihar in his entire visit to Bihar.
I am personally very happy to see the progress made for the revival of Nalanda University which has become now cynosure of all political and non political circle and landmark for building strong relation with china.This is welcome event that many Buddhist country have offered their contribution for the revival of the said university and more than that we praise Prof Amartya sen for taking responsibility of the university.
The development process of establishment of IISER is very slow as matter has already been raised by BiharBrains (http://www.biharbrains.org/bihar-brains-demand-NISC-IISER.php ) for which separate blog has been created in association with Dept of S&T ,Govt of Bihar. Now the good news is that Dept of S&T, Bihar has taken now serious note of it and started work on it and joined hands with BiharBrains for the noble cause. This is to mention here that the establishment of IISER will bring R&D environment into track in Bihar. I do hope govt will pay more attention to this project too in the near future.
Anyway If Bihar got implemented both of these projects and become develop state of the nation in the long run, the contribution of Dr. Kalam will be remembered by respect and as messiah for Bihar.

We now traveled a journey of almost 1.5 years for our demand of IISER in Bihar, though it was started as individual efforts new पम which took turn of group effort under one umbrella of BiharBrains (http://www.biharbrains.org/) in Jan, 2006.
This demand took quantum jump when
1. Our core committee of 51 members submitted report to Dr. Anil Kumar Hon’ble Minister for Science &Technology, Govt of Bihar in Dec 2006. This is to be noted that the formation of 51 member core committee for the submission of full report was decided in the meeting of delegation led by Sri Bibhuti Bikramaditya with Hon’ble Minister for Science & Technology, Dr. Anil Kumar in March 2006 (See full reports below).
2. Our hon’ble DY CM, Sri Sushil Kumar Modi made telephone call to Sri Bibhuti Bikramaditya, chairman of BiharBrains during his India visit in Dec- Jan 2007 on this issue till around 1o minutes (details has given below in chronology of events) and then delegation of BiharBrains met hon’ble DY CM and presented a demand for IISER in Bihar before him which he supported and gave assurance to the delegation to talk on this matter to Hon’ble CM, Sri Nitish Kumar (See Full Reports Below).

This demand took a new & serious turn when Sri Ajay Kumar Thakur , hon’ble secretary cum commissioner to the Dept of Science & Technology,Govt of Bihar made telephone call to Sri Bibhuti Bikramaditya ,Chairman of BiharBrains during his India visit in the month of May,2007 who first greeted him for this noble effort and then discussed about the next move for this demand। After 15 minutes of talk on telephone, both have decided to meet on this issue. Then two successive meetings at Hotel Rajasthan (in a BB local meeting in which he was the chief guest) and in the chamber of Hon’ble Secretary at Technology Bhawan on May 18,2007 were made and after around one hour discussion in Technology Bhawan , we both were decided to go jointly for this effort.

1. Start a Blog: Bihar Brains will form blog for the demand of IISER in Bihar, which will be used and maintained by BiharBrains and Sci.&Tech. dept.,Govt.of Bihar.
2. Endorsement and meeting with Hon’ble CM Sri Nitish Kumar: Both BiharBrains and Sci.&Tech. dept. stressed the immediate need for meeting with Honorable Chief Minister ,Sri Nitish Kumar to put forth our demand for establishing IISER in Bihar . Both were agreed that Hon’ble CM of Bihar should be conveyed properly time to time and update about the progress of IISER campaign.
3. Compaign for endorsing All MPs of Bihar:
In the Meeting, on the recommendation of action committee of BiharBrains and suggestions made by Dr. Syed Hussnain, member of scientific adviser to Hon’ble PM Dr. Manmohan Singh and Vice Chancellor of Hyderabad University, it was decided that we should start campaign for the demand of IISER in Bihar and take endorsement from all MPs of Bihar. After it gets signed by all MPs on our memorandum, let all MPs delegation along with Representatives of BiharBrains meet to the Hon’ble PM ,Dr. Manmohan Singh to put pressure on the central govt.
4. BiharBrains act like catalyst and pressure force for the govt :Sci।&Tech. dept. has started its move toward establishment of IISER in Bihar and they want support from BiharBrains.

DEMAND OF NISC-IISER IN BIHAR

History is witness of glorious fame of our state "Bihar" for its legendary university of Nalanda and Vikramshila which was built by ancient rulers of India. The University had once accounted for glorifying India as the best center for pursuing academic in the whole world. Students and Research scholars from all parts of Globe were privileged to have studied in the said university.
Now with span of times, Bihar has lost its glorious past. Because of the wrong govt policy and their attitude towards education, education system in Bihar has been collapsed. Presently there is no educational institution which can acclaim to be significant what to say of global standard even of national standard. As a result, Students and scholars are reluctantly forced to migrate from Bihar to out of state and abroad.
The rate of Research and Development in almost every field are zero and it has become long distant dream for the youngsters, local research scientists to have good R&D institutes, engineering /medical /management etc colleges so as they could implement their ideas into reality.At Present, Bihar lacks everything. With a view to change in political scenario, a ray of hope has blush that Bihar now should have an Institute of National level and international level that can give remembrances of both ancient universities.
In order to Build Bihar a Hub for research and development and center for formal and non formal education, BiharBrains started a campaign. The demand of NISC (National Institute of Science) and IISER (Indian Institute of Science education and Research) is one of the recent initiatives taken by us. We do believe that the objectives of the NISC and IISER (announced by UGC) perfectly matches the requirements and Bihar is the fit case for the establishment of such a high profile institute.To this direction, Dr. Rajkishore Prashad, member of BiharBrains, wrote first direct letter to Hon'ble president, PM, the chief minister of Bihar and others (mentioned in letter) on 13 August, 2004. He again wrote letters to all of them in the month of Jan 2006 and drawn attention to have such R&D Institutes in Bihar. He also let the group know this matter and requested to go further. In March 2006, hon'ble president while addressing joint session of legislatures of Bihar stressed the same in his 10 points prescription for the development of Bihar. Subsequently a four member delegation of Bihar Brains (led by Sri Bibhuti Bikramaditya) have met the Hon'ble Minister of Science and Technology Govt of Bihar on 30th March 2006 and submitted memorandum to the minister with a proposal for establishing National Institute of Science (NISC) and Indian Institute for Science Education and Research (IISER) in Bihar. Shri Anil Kumar, Minister of Science and Technology had assured all possible assistance from the Govt and suggested us to give report on Why Bihar Needs such R&D Institution and have to figure out the possible area of R&D for the proposed NISC/IISER. On the basis of the report, Dept of Science & Technology, Govt of Bihar may start further talk to Ministry of HRD, Govt of India. To comply with the demand, a 51 member core committee has been formed by BiharBrains.

A notification to this effect has been released to all members and first meeting has already been organized at Dept of Physics, Patna Univ on May 10, 06 and fruitful discussion was held. The said committee will give its report in total three meetings to the Dept of science & Technology, Govt of Bihar. On the basis of the report on Why Bihar needs such R&D institution and in which field Research and development center can be established, Bihar govt will move to the central govt (HRD Ministry) for the further talk.
Request: Though we have already started movement for this, we need help from all quarters. All citizens of India particularly from the state of Bihar are requested to joinhands with us and give necessary inputs and guidance for the noble cause. Give your service in making Bihar a developed state of Indian Union.

Resolution of the meeting:

· Nov12, 2006: Third & Final core committee meet: was held at BSC lecture theatre, Dept of Physics, Patna Science College to decide the draft of the proposal।The members discussed on written the suggestions and online mail suggestions given made by members. After long discussion, draft was unanimously finalized. This was decided that now Draft should be submitted to Bihar Brains. On the suggestions of BiharBrains, they also formed action committee & advisory committee for the further action on the demand of IISER.

· Dec 12, 2006: Presentation of IISER Proposal to the Minister, S.& T. GOBAt about 1.15 P.M. a delegation of BB met Dr. Anil Kumar , Minister of State (science And Technology) Gov t. of Bihar and presented the demand for the establishment of IISER , On behalf of Bihar Brains. The document was presented and a brief discussion was held. The Minister assured the delegation that he will move it further ahead to the C.M. and Govt. Of India and is in full support of the establishment of IISER. If the central government takes a decision to open the institution the govt. will provide the land for building infrastructure as it has done with respect to opening of NIFT recently. The BB will be informed about the developments in due course of time. The delegation informed him that we are in the process of presenting the demand to the hon'ble Prime Minister of India and Union HRD Minister as this institution comes under the domain of HRD but we do know that to put pressure on the central govt. our M.P's hailing from Bihar must be associated with the demand..The meeting was held in a cooperative backdrop and we hope that quick action will be taken by hon'ble minister. This is a brief report as we were there for about half an hour. The following were present:

· January 06,2007: Hon’ble Dy CM, Bihar Sri Sushil Kumar Modi held telephonic conversation with Sri Bibhuti Bikramaditya, Chairman of BiharBrains on the issue of global meet and the establishment of IISER in Bihar. In a 15 minutes talk, Mr. Modi expressed his desire to talk to delegation of BiharBrains for the establishment of IISER in the state. On Global Bihar Meet, Mr. Bibhuti assured all possible help to Govt and informed him that about 15 people of Bihar in different parts of India and abroad will be attending meet.
· January 06,2007: At around 4 pm IST, Meeting between Mr. Bibhuti Bikramaditya, chairman BiharBrains and Dr. Anil Kumar, Hon’ble minister for Science & Technology, Govt of Bihar were held at his house on progress of establishment of IISER in the state. Hon’ble Minister informed that dept has already sent letter of proposal to secretary, Govt of Bihar and Ministry of HRD, New Delhi . He expressed his desire to give all possible action in the establishment of IISER in the state.
· January 08,2007: A four member delegation of BiharBrains met Sri Sushil Kumar Modi, hon'ble Deputy Chief Minister, Govt of Bihar today at 5.00 P.M. and presented the demand for establishment of Indian Institute of Science Education & Research (IISER) and discussed its various facets. The meeting lasted for about forty minutes. Mr. Modi was very positive in his approach and tried to understand the problems associated with science education and research in the state of Bihar and apathetic attitude of the centre. He was also concerned with falling standards as well as dearth of good students in the higher education especially in the science/ technology field. He assured the delegation that as he had a scheduled meeting with Chief Minister on 9th Jan 2007, he would make it a point to raise the issues presented in the memorandum with him. The delegation stressed that it was high time for the state government to make it a point to strongly demand the IISER in our state as it would help in strengthening & raising the quality of science education in the state.The members of the delegation were Prof. Jagannath Thakur, Former Vice Chancellor, Patna University & Head, Physics Deptt., P. U., Prof. B. K. Sharma, Head, Electronics Deptt. , N. I. T., Patna , Prof. S.P. Verma, Former Head, Physics Deptt., Science College and Mr. Vijay Sharan, Office Executive BiharBrains.

Demand for IISER in Bihar

Bihar is well known for its glorious ancient past and hub for intelligent brains in all streams of science & Technology and religious harmony but with a span, it has lost its glory because of the lack of political will in the perspectives of the educational development of the state.

In modern India, the educational affairs of this state has been completely sidelined by all concerned and as a result , pitiable condition of the educational standard of the state has gone to nadir, instead of the fact that youngsters ,local researchers, budding scientists of Bihar gave splendid result and show their caliber in national as well as international forum. We firmly do believe that Bihar is in immediate need of higher level R&D institutions where they can apply their mind which has been proved to be sharp, intelligent and genius, freely to meet the scientific challenges and play significant role in pioneering S&T in the state as well as the country as a whole.

This blog has been created for the establishment of such institution called IISER (Indian Institute of Science Education & Research) which has been recently started by central govt to open different region of the country for pioneering R&D in India in all streams of physical sciences as well as life sciences.

This noble effort has been started by BiharBrains (www.biharbrains.org) , an organization of educated people of Bihar living in different parts of India and abroad(NRIs) who concerns for the development of the state and now Dept of Science & Technology, govt of Bihar (http://gov.bih.nic.in/depts/sctech/) has taken serious note of it and gave active support to this movement for bringing IISER in Bihar with a joint effort .

Every people are hereby requested to put your effort and contribute towards building educational environment and creating work environment in the state.
