Dr. A.P.J kalam advocated the establishment of IISER in Bihar in the recently held Global Bihar Meet in Jan 19,2007 and also while addressing joint session of the parliament of Bihar in 2005. But top beaurocrarcy and political circle remains silent on the establishment of IISER in Bihar .

Missions for Bihar
Let us now look at what are the missions which Bihar can undertake based on the core competence of the state. The following are some of the important missions and its outcome for Bihar?s prosperity:-
1. Agriculture and Agro Food processing: Increasing the agriculture production, activating the sugar industries, dairy development, food processing and horticulture leading to empowering and enrichment of 27 million farmers. It involves production of 57 million tonnes of food grains, fruits and vegetables by the State. Also it will lead to a business of Rs. 100,000 crores for processed food items in a decade.
2. Education and entrepreneurship: 75% literacy by 2010 and 100% by 2015. Integrated education and entrepreneurship from the secondary to higher education segment. Bihar should also aim at IIT and Indian Institute of Science Education and Research. Higher education should lead to employment generators for the state instead of employment seekers.

Hats off people’s President
This article is devoted to non -other than our beloved Dr. APJ Kalam who made history by his vision of India 2020 and advocated action plan to develop India into “Knowledge super power “and into a “developed nation by 2020”; who made history as missile man of India and was brain child of Nag , Prithvi Akash, Trishul,Agni and several other projects being heads of around 50 R&D Institutes; who made India a nuclear power and was leader during Shakti-98; who gave mantra for educated politicians (unfortunately not approved by the parliament) to rule over the country; who when gave little smile, all children’s of India bestowed exhilarating love and the last but not the least he is who gave vision for the development of Bihar and stated that the development of Bihar is necessary for the development of the nation.
In his entire mission, I saw him very much clear to his points. Once he advocated policy of educated politicians. Though it was rejected as it was not suited to political circle of India for the well known reason but certainly his advocacy will start discussion among educated circle of India.
In his entire term, he worked for pioneering S&T in India, in his foreign tour too, he visited labs of the country and met scientists and professors. His extra ordinary love towards children was also admired by all countries where he visited. They all arranged special program in schools where he met with children.
In the implementation of his project ideas, sometimes he went out of the way too. The best example is Bihar. In Bihar, he visited two times and addressed joint session of parliament, gave full support to present Hon’ble CM of Bihar for the implementation of projects in Bihar, openly gave 10 points formula to develop Bihar by Power point presentation while inaugurating Global Bihar Meet, 2007. This was his unique style of functioning and we are proud in ourselves by the seeing the attitude of this high tech president. In recently concluded global Bihar Meet in Jan 19-21, 2007 at Patna, he gave a surprise by giving his confirmation by one simple mail from one of the organizer (there was no official mail from the govt).On the basis of that mail, he wrote to the state government and asked it to arrange his programme.That a President took cognizance of a casual letter so seriously and that too on such a short notice shows his interest in Bihar, the state with which he had no past record of association.
His mission and vision towards the development of Bihar will be always remembered particularly for two projects which he initiated 1. Revival of Nalanda University and 2. Establishment of IISER,, Indian Institute for Science Education & Research. He advocated for both of these institutes in Bihar in his entire visit to Bihar.
I am personally very happy to see the progress made for the revival of Nalanda University which has become now cynosure of all political and non political circle and landmark for building strong relation with china.This is welcome event that many Buddhist country have offered their contribution for the revival of the said university and more than that we praise Prof Amartya sen for taking responsibility of the university.
The development process of establishment of IISER is very slow as matter has already been raised by BiharBrains (http://www.biharbrains.org/bihar-brains-demand-NISC-IISER.php ) for which separate blog has been created in association with Dept of S&T ,Govt of Bihar. Please visit blog www.bbiiser.blogspot.com . Now the good news is that Dept of S&T, Bihar has taken now serious note of it and started work on it and joined hands with BiharBrains for the noble cause. BiharBrains Efforts from Jan 2006 to March 12, 2007
Dear Friends,
We now traveled a journey of almost 1.5 years for our demand of IISER in Bihar, though it was started as individual efforts new पम which took turn of group effort under one umbrella of BiharBrains (http://www.biharbrains.org/) in Jan, 2006.
This demand took quantum jump when
1. Our core committee of 51 members submitted report to Dr. Anil Kumar Hon’ble Minister for Science &Technology, Govt of Bihar in Dec 2006. This is to be noted that the formation of 51 member core committee for the submission of full report was decided in the meeting of delegation led by Sri Bibhuti Bikramaditya with Hon’ble Minister for Science & Technology, Dr. Anil Kumar in March 2006 (See full reports below).
2. Our hon’ble DY CM, Sri Sushil Kumar Modi made telephone call to Sri Bibhuti Bikramaditya, chairman of BiharBrains during his India visit in Dec- Jan 2007 on this issue till around 1o minutes (details has given below in chronology of events) and then delegation of BiharBrains met hon’ble DY CM and presented a demand for IISER in Bihar before him which he supported and gave assurance to the delegation to talk on this matter to Hon’ble CM, Sri Nitish Kumar (See Full Reports Below).
This demand took a new & serious turn when Sri Ajay Kumar Thakur , hon’ble secretary cum commissioner to the Dept of Science & Technology,Govt of Bihar made telephone call to Sri Bibhuti Bikramaditya ,Chairman of BiharBrains during his India visit in the month of May,2007 who first greeted him for this noble effort and then discussed about the next move for this demand। After 15 minutes of talk on telephone, both have decided to meet on this issue. Then two successive meetings at Hotel Rajasthan (in a BB local meeting in which he was the chief guest) and in the chamber of Hon’ble Secretary at Technology Bhawan on May 18,2007 were made and after around one hour discussion in Technology Bhawan , we both were decided to go jointly for this effort.
MOM of the meeting (MAY 18, 2007)
1. Start a Blog: Bihar Brains will form blog for the demand of IISER in Bihar, which will be used and maintained by BiharBrains and Sci.&Tech. dept.,Govt.of Bihar.
2. Endorsement and meeting with Hon’ble CM Sri Nitish Kumar: Both BiharBrains and Sci.&Tech. dept. stressed the immediate need for meeting with Honorable Chief Minister ,Sri Nitish Kumar to put forth our demand for establishing IISER in Bihar . Both were agreed that Hon’ble CM of Bihar should be conveyed properly time to time and update about the progress of IISER campaign.
3. Compaign for endorsing All MPs of Bihar:
In the Meeting, on the recommendation of action committee of BiharBrains and suggestions made by Dr. Syed Hussnain, member of scientific adviser to Hon’ble PM Dr. Manmohan Singh and Vice Chancellor of Hyderabad University, it was decided that we should start campaign for the demand of IISER in Bihar and take endorsement from all MPs of Bihar. After it gets signed by all MPs on our memorandum, let all MPs delegation along with Representatives of BiharBrains meet to the Hon’ble PM ,Dr. Manmohan Singh to put pressure on the central govt.
4. BiharBrains act like catalyst and pressure force for the govt :Sci।&Tech. dept. has started its move toward establishment of IISER in Bihar and they want support from BiharBrains.

DEMAND OF NISC-IISER IN BIHAR
History is witness of glorious fame of our state "Bihar" for its legendary university of Nalanda and Vikramshila which was built by ancient rulers of India. The University had once accounted for glorifying India as the best center for pursuing academic in the whole world. Students and Research scholars from all parts of Globe were privileged to have studied in the said university.
Now with span of times, Bihar has lost its glorious past. Because of the wrong govt policy and their attitude towards education, education system in Bihar has been collapsed. Presently there is no educational institution which can acclaim to be significant what to say of global standard even of national standard. As a result, Students and scholars are reluctantly forced to migrate from Bihar to out of state and abroad.
The rate of Research and Development in almost every field are zero and it has become long distant dream for the youngsters, local research scientists to have good R&D institutes, engineering /medical /management etc colleges so as they could implement their ideas into reality.At Present, Bihar lacks everything. With a view to change in political scenario, a ray of hope has blush that Bihar now should have an Institute of National level and international level that can give remembrances of both ancient universities.
In order to Build Bihar a Hub for research and development and center for formal and non formal education, BiharBrains started a campaign. The demand of NISC (National Institute of Science) and IISER (Indian Institute of Science education and Research) is one of the recent initiatives taken by us. We do believe that the objectives of the NISC and IISER (announced by UGC) perfectly matches the requirements and Bihar is the fit case for the establishment of such a high profile institute.To this direction, Dr. Rajkishore Prashad, member of BiharBrains, wrote first direct letter to Hon'ble president, PM, the chief minister of Bihar and others (mentioned in letter) on 13 August, 2004. He again wrote letters to all of them in the month of Jan 2006 and drawn attention to have such R&D Institutes in Bihar. He also let the group know this matter and requested to go further. In March 2006, hon'ble president while addressing joint session of legislatures of Bihar stressed the same in his 10 points prescription for the development of Bihar. Subsequently a four member delegation of Bihar Brains (led by Sri Bibhuti Bikramaditya) have met the Hon'ble Minister of Science and Technology Govt of Bihar on 30th March 2006 and submitted memorandum to the minister with a proposal for establishing National Institute of Science (NISC) and Indian Institute for Science Education and Research (IISER) in Bihar. Shri Anil Kumar, Minister of Science and Technology had assured all possible assistance from the Govt and suggested us to give report on Why Bihar Needs such R&D Institution and have to figure out the possible area of R&D for the proposed NISC/IISER. On the basis of the report, Dept of Science & Technology, Govt of Bihar may start further talk to Ministry of HRD, Govt of India. To comply with the demand, a 51 member core committee has been formed by BiharBrains.

A notification to this effect has been released to all members and first meeting has already been organized at Dept of Physics, Patna Univ on May 10, 06 and fruitful discussion was held. The said committee will give its report in total three meetings to the Dept of science & Technology, Govt of Bihar. On the basis of the report on Why Bihar needs such R&D institution and in which field Research and development center can be established, Bihar govt will move to the central govt (HRD Ministry) for the further talk.
Request: Though we have already started movement for this, we need help from all quarters. All citizens of India particularly from the state of Bihar are requested to joinhands with us and give necessary inputs and guidance for the noble cause. Give your service in making Bihar a developed state of Indian Union.

· In NDA led central government stepped down and matter of NISc became pending. On 28.09.2005 UPA led government announced to open Indian Institute of Science for Education and Research (IISER) at Pune and Kolkata.

· March 30,06: Meeting with Minister Science & Technology, Govt of Bihar with a team led by Mr. Bibhuti Bikramaditya comprising Prof BK Sharma, Prof RK Sihna, Prof UNL Mathur for the Demand of NISC /IISER in Bihar and role of NRIS in the development of Bihar. · Nov12, 2006: Third & Final core committee meet: was held at BSC lecture theatre, Dept of Physics, Patna Science College to decide the draft of the proposal।The members discussed on written the suggestions and online mail suggestions given made by members. · Dec 12, 2006: Presentation of IISER Proposal to the Minister, S.& T. GOBAt about 1.15 P.M. a delegation of BB met Dr. Anil Kumar , Minister of State (science And Technology) Gov t. of Bihar and presented the demand for the establishment of IISER , On behalf of Bihar Brains. The document was presented and a brief discussion was held. The Minister assured the delegation that he will move it further ahead to the C.M. and Govt. Of India and is in full support of the establishment of IISER. If the central government takes a decision to open the institution the govt. will provide the land for building infrastructure as it has done with respect to opening of NIFT recently. The BB will be informed about the developments in due course of time. The delegation informed him that we are in the process of presenting the demand to the hon'ble Prime Minister of India and Union HRD Minister as this institution comes under the domain of HRD but we do know that to put pressure on the central govt. our M.P's hailing from Bihar must be associated with the demand..The meeting was held in a cooperative backdrop and we hope that quick action will be taken by hon'ble minister. This is a brief report as we were there for about half an hour. The following were present:

· January 08,2007: A four member delegation of BiharBrains met Sri Sushil Kumar Modi, hon'ble Deputy Chief Minister, Govt of Bihar today at 5.00 P.M. and presented the demand for establishment of Indian Institute of Science Education & Research (IISER) and discussed its various facets. The meeting lasted for about forty minutes. Mr. Modi was very positive in his approach and tried to understand the problems associated with science education and research in the state of Bihar and apathetic attitude of the centre. He was also concerned with falling standards as well as dearth of good students in the higher education especially in the science/ technology field. He assured the delegation that as he had a scheduled meeting with Chief Minister on 9th Jan 2007, he would make it a point to raise the issues presented in the memorandum with him. Demand for IISER in Bihar
Bihar is well known for its glorious ancient past and hub for intelligent brains in all streams of science & Technology and religious harmony but with a span, it has lost its glory because of the lack of political will in the perspectives of the educational development of the state.
In modern India, the educational affairs of this state has been completely sidelined by all concerned and as a result , pitiable condition of the educational standard of the state has gone to nadir, instead of the fact that youngsters ,local researchers, budding scientists of Bihar gave splendid result and show their caliber in national as well as international forum. We firmly do believe that Bihar is in immediate need of higher level R&D institutions where they can apply their mind which has been proved to be sharp, intelligent and genius, freely to meet the scientific challenges and play significant role in pioneering S&T in the state as well as the country as a whole.
This blog has been created for the establishment of such institution called IISER (Indian Institute of Science Education & Research) which has been recently started by central govt to open different region of the country for pioneering R&D in India in all streams of physical sciences as well as life sciences.
This noble effort has been started by BiharBrains (www.biharbrains.org) , an organization of educated people of Bihar living in different parts of India and abroad(NRIs) who concerns for the development of the state and now Dept of Science & Technology, govt of Bihar (http://gov.bih.nic.in/depts/sctech/) has taken serious note of it and gave active support to this movement for bringing IISER in Bihar with a joint effort .
